Quals: A. Participate in the management and supervision of all public and non-public funds allocated to ensure proper distribution, within approved capacities.
B. Participate in the preparation of the annual business plan and staff work related to all budget plans ensuring accuracy and full dissemination.
C. Participate in the preparation of regional financial policies.
D. Provide financial advice and guidance to all units and staff members.
E. Administer the Lord Strathcona trust fund. Prepare the General Claim Form.
F. Prepare hospitality and event requests to ensure that the records are complete and accurate before being reviewed by the financial services officer.
G. Capture the financial management structure of DRMIS, including budget allocations and plan; create and monitor payables at year-end; maintain system (e.g., enter information objects, commitment numbers, etc.); manage payables, accounts receivable and system adjustments; and ensure staff training on DRMIS.
H. Assist staff with the budget reporting process, including T-reports, monthly reviews, the tracking of expenses and year-end financial statements to ensure that files are complete and accurate before being reviewed by the Financial Services Officer.
I. Assist staff in the preparation and dissemination of financial policies for the Regional Cadet Support Unit/National Cadet and Junior Ranger Support Group.

- Basic description of duties: The Manager of Financial Services reports to the Financial Services Officer with respect to the day-to-day management of financial delegations, Region Center funds, assistance with repayments from the Lord Strathcona Trust Fund, managing the business plan and daily financial transactions, approving budget transactions, writing financial reports and supervising financial services staff.

- Remarks: a. d. This is a permanent Class B for 3 years position with possibility of extension up to 3 years in accordance with Ref D. The applicant will be a staff member of RCSU Eastern. Initially, he/she will occupy the position of financial service management, but can expect to be assigned other duties as directed by his/her supervisor.
e. The member is responsible for contacting his/her home unit to request an REO appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment.
f. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO.
