      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process.       IAW refs B and C, in the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS or Primary Reserve Force member, a Regular Force Member may be offerred the position and shall component transfer to COATS.

  4. COURTE DESCRIPTION DES TACHES: The Financial Services Administrator (Travel & Claims) is responsible to the Financial Services Supervisor (Travel & Claims) for the daily management of the Travel and Claims section and all related tasks. Primary duties include, but are not limited to:
    A. Supervising subordinates and arranging training as required;
    B. Explain a claim transaction to a member;
    C. Review travel claims, expense claims and general allowance claims;
    D. Issue travel identification numbers;
    E. Ensure proper authorizations are in place and arrange all adult travel requirements;
    F. Initiate travel claims and manage associated administration;
    G. Respond to queries from units and staff regarding travel and claims;
    H. Maintain travel authorization number register; and I. Supervising the completion and quality of Personnel Development Reviews (PDR), Personnel Appraisal Reports (PAR) and Performance Agreements as applicable.

  9. Remarques:A. This is a permanent Class B position with a continued engagement for a three year period IAW Ref A. Continued Class B service up to six years as per Ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. The applicant will be a Staff Officer within the RCSU. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the Formation during their employment period. B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. Supporting documents must be received by the REO OPI no later than 2359 Central Standard Time on the closing date. C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO. D. Applicants must provide a cover letter and resume describing in detail specifically how the applicant satisfies each of the required experience, quals and secondary requirements and including the following: 1) Security clearance expiry date; 2) Dates available; 3) Contact numbers at work and home; 4) Confirmation of whether or not member is in receipt of a pension under the CFSA attributable to Reg F svc; 5) Email contact information for two work references; Members current military supervisor may also be contacted; 6) Copy of their MPRR; and 7) Supporting documentation pertinent to the position. E. In addition to the required cover letter and resume, applicants may choose to submit additional supporting documentation (e.g. performance evaluations, course reports, letters, and awards) for consideration. Information in those documents will be considered by the selection board and HQ CO/RCSU CO (employing authority) to determine the applicant's match to the required experience and qualifications and secondary requirements for the position, and their past performance and potential. In submitting these documents, applicants agree to their use for the purpose of the selection process. F. The CAF is now emphasizing the importance of COATS members in maintaining a healthy lifestyle as a CAF member and role model for youth. It will be the responsibility of each member to maintain their personal health and physical fitness through an active and healthy lifestyle. Additionally, COATS members who are employed on Class B service in excess of 180 days will be required to participate in the CAF FORCE program on an annual basis IAW DAOD 5023-2. G. The following are required as conditions of this reserve service and must be obtained prior to the commencement of service: 1) A valid Police Records Check (PRC) and Vulnerable Sector Screening (VSS); 2) A valid medical; and 3) Meet dental standards. H. All applicants will be considered in the selection process.
