  1. RCSU EASTERN has a Class B Temporary for a Lt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 01-SEP-2026 until 31-AUG-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Regular Force.

      In the absence of a qualified COATS member, a member of another component may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain with the Primary Reserve may be possible.

    7. Required experience and quals:
      Courses:
      Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Program, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.

  4. Basic description of duties:
    A. Plan and organize contracting support for all approved activities, manage the contracting section, and coordinate contracting services;
    B. Perform required accounting and management duties and use a purchase card to acquire materiel in accordance with Treasury Board and Department of National Defence policies and regulations;
    C. Maintain a thorough understanding of URSC requirements and establish and monitor the necessary support;
    D. Develop statements of work with client support, as well as leases, and negotiate standing offer contracts and procurement arrangements while ensuring requirements comply with departmental directives, policies, and procedures; and
    E. Ensure that goods and services are provided in accordance with contract terms and implement functional processes and procedures to enhance procurement and contracting support.

Candidates must submit an application package that includes, at a minimum: (1) a cover letter; (2) a resume; (3) the Essential Requirements and Qualifications Matrix (paragraphs 2G and 3); and (4) three letters of recommendation and/or the three most recent Adult Staff Performance Evaluations (ASPEs) completed within the last three years. This is a permanent Class B position for a period of three years, with the possibility of extension for up to an additional three years, in accordance with Ref D. The successful applicant will be employed by the Eastern RCSU. Initially, they will occupy the position of Air Operations Material Management Technician (MMT) but may be assigned other duties as directed by their supervisor. E. Members are responsible for contacting their parent unit to request a nomination under this REO. Prior to submitting a nomination, the unit must ensure that the member has no outstanding administrative or disciplinary actions on record. The employment of Regular Force pensioners within the CAF is strictly controlled and must be approved by the VCDS. Although this permanent position is advertised as either an Option 1 or Option 2 Reserve employment opportunity, preference will be given to qualified non-pensioner applicants. In the absence of a suitably qualified member from the COATS or the Primary Reserve, Regular Force pensioners may be considered and offered the position under Option 1 terms and conditions, which include annual employment day limitations. Periods of employment for a pensioner must not exceed three years in the same position. Upon completion of that period, the position must be re-advertised through the Reserve Employment Opportunity (REO) process. G.
