      Courses:
      Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Program, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.
      Competency Remarks:
      (1) Experience in staff work within a formation, regional, or sector headquarters; (2) Proven experience in the analysis, interpretation, and application of complex policies, directives, and administrative frameworks; (3) Demonstrated ability to coordinate complex organizational files, develop professional recommendations, and support leadership in decision-making; (4) Excellent verbal and written communication skills, including administrative writing; (5) Demonstrated problem-solving skills, initiative, professional judgment, and the ability to remain effective under demanding conditions; and (6) Proven experience in coordinating, monitoring, or planning administrative or organizational activities at the departmental or organizational level.

  3. Secondary requirements of position, as applic:
    A. Experience in the development, implementation, or review of policies, directives, or administrative processes;
    B. Experience in change management, continuous improvement, or the coordination of organizational initiatives;
    C. Experience with the CAF Performance Evaluation and Competency (PaCE) program, or a similar performance management program;
    D. Knowledge of the organizational structure, policies, and administrative processes of CJCR Gp and the CAF;
    E. Experience supporting the Cadet Program / Cadets and Junior Canadian Rangers (CJCR); and
    F. University degree in a relevant field such as administration, management, leadership, human resources, public policy, or law.
  4. Basic description of duties:
    A. Provide advice and recommendations to J1 regarding the interpretation, application, and implementation of applicable policies, directives, and administrative frameworks;
    B. Support the development, drafting, review, and updating of J1 directives, procedures, administrative tools, and internal practices;
    C. Contribute to the alignment of administrative practices and organizational coherence across the various J1 cells;
    D. Coordinate complex organizational or administrative files requiring collaboration among multiple stakeholders;
    E. Support J1 in the planning, monitoring, and coordination of departmental priorities and initiatives;
    F. Act as the J1 Plans Officer and support the development, tracking, and coordination of organizational plans and initiatives;
    G. Act as functional coordinator for the PaCE program and Official Languages for the RCSU, and ensure oversight of associated administrative requirements;
    H. Analyze administrative, organizational, or procedural issues and provide recommendations aimed at improving organizational effectiveness and optimizing administrative processes; I. Support change management, continuous improvement, and the modernization of administrative practices; J. Liaise with internal and external stakeholders on matters related to J1 responsibilities; K. Participate in working groups, committees, or institutional initiatives related to J1 administrative or organizational activities; L. Produce analyses, reports, briefing notes, memoranda, presentations, directives, and other administrative documents; M. Monitor strategic files and coordinate required actions; N. Act as Deputy J1 and perform certain functions of the position in their absence, as required by operational needs; O. Maintain current knowledge of policies, directives, and administrative practices applicable to CJCR Gp and the CAF; and P. Act as a J1 Management partner

  9. Remarks: A. Applicants must submit an application package including, at least : cover letter, resume, 3 letters of recommendation and/or last 3 adult staff performance evaluation (ASPE) and a table of essential requirements and qualifications (paragraph 2G et3). This is a permanent Class B for 3 years position with possibility of extension up to 3 years in accordance with Ref D. The applicant will be a staff member of RCSU Eastern. Initially, he/she will occupy the position of J1 Directives and Policies, but can expect to be assigned other duties as directed by his/her supervisor. E. The member is responsible for contacting his/her home unit to request an Reserve Employment Offer (REO) appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment. F. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO. G.
