Must be able to travel and support Eastern Region units throughout the year.
The position reports to the Eastern Region recruiting team. The daily tasks and the coordination of support to other NRDs will be managed by the senior recruiter.
- Basic description of duties: The Regional Recruiter (East) reports to the Senior Recruiter for the Eastern Region and carries out the following duties and responsibilities:
a. Complete the first available Naval Reserve Recruiting Course within the first six months of employment. Complete and pass the required NRRC modules within the first 12 months of employment. Complete and pass on-the-job recruiter training within six months of finishing the NRR

b. Remain current on all NAVRES recruiting policies and practices as outlined in the NAVRES Recruiting Instructions.
c. Monitor the first two processing columns in CFRIMS for the entire region on a daily basis and report anomalies and/or duplicates to the Senior Recruiter.
d. Conduct daily reliability checks for all NRDs in the region.
e. Update the Affinitas events calendar with annual attraction activities, including the following information:
all recruiting activities units plan to attend;
the dates and duration of these activities; and
contact prospects via Affinitas after events.
f. Participate in Regular Force MCRC recruiting activities at the local or regional Canadian Forces Recruiting Centre (CFRC), as required. Become familiar with MCRC Regular Force policies, procedures, entry plans, subsidized entry plans, benefits, terms of service, and career paths.
g. Assist NRDs in responding to telephone and online recruiting inquiries.
h. Participate in mobile recruiting activities (e.g., job fairs and events).
i. Assist in developing and maintaining relationships with key influencers such as high school guidance counsellors, teachers, college and university representatives, and other local community leaders who directly influence potential applicants.
j. Maintain accurate records of all recruiting activities for supported NRDs and regularly provide updates on attraction and application processing to the Lead Recruiter.
k. Adhere to the Service Level Agreement (SLA) with the local CFRC, facilitating a strong working relationship for scheduling medical appointments.
l. Conduct preliminary interviews with prospective applicants in order to:
assess initial eligibility for enrollment;
explain the recruiting process;
guide applicants toward occupations that match their interests and personal needs; and
advise applicants on career choices based on quotas, training commitments, and the balance between sea and shore service.
m. Contribute to NRD production efforts by adhering to NAVRES recruiting policies outlined in the NAVRES Recruiting Instructions.
n. Track each applicant’s file through all stages of processing.
o. Conduct/supervise the following processing steps for each applicant:
review application forms, identification documents, transcripts, and confirm PLAR (Prior Learning Assessment and Recognition);
assess security pre-screening requirements;
conduct enrollment physical fitness testing;
conduct FDEN, IP-TAD, MOST, and ECT assessments as required;
verify professional references;
organize occupational training briefings;
provide counseling as required (e.g., tattoos, drug testing, physical fitness);
process waiver requests as necessary;
conduct abbreviated interviews for all applicants and assess their eligibility.

- Remarks: Statement on the Engagement of CFSA Part I Annuitants:
The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in
force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I
who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement
anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the
terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an
AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012.
Notwithstanding this guiding principle, certain circumstances may exist where an application
may be made to VCDS requesting an exception which would permit engagement of a CFSA Part
I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period).
CFSA Part I annuitants wishing to apply for this position with an expectation of being approved
for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
· in cases where the position is currently vacant;
· in the absence of currently serving Reserve Force members not in receipt of benefits
under CFSA Part I who apply;
· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
Note: The employing unit is responsible for requesting a specific exception through their L1
pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework
Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received
prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving
Authority (DRSM).
