- Basic description of duties: The J1 HR Supervisor (Records/Pay) is responsible for the provision of human resource services to include the generation of reports, supervising records management; pay; clearance processing; leave maintenance; and monitoring client service.
Duties include:
a. Audit/correct new files that HR Admin Clerks input into HRMS and spot check transactions for accuracy.
b. Supervise the accurate maintenance of the personnel files and entries in HRMS/Guardian, RPSR and Monitor Mass.
c. Assist the HR Manager in providing advice to staff on matters pertaining to the administration of COATS members and Civilian Instructors.
d. Supervise annual stripping of personnel files and archiving of unit files.
e. Review documentation for proper completion prior to submitting for signature.
f. Process Reliability Screening/Security Clearances for members.
g. Control and issue Service Numbers to Civilian Instructors and Staff Cadets.
h. Supervise Class A and B contracts and ensure the accurate and timely completion of pay entries in RPSR.
i. Coordinate the preparation and distribution of all Records of Employment (ROE).
j. Initiates recovery actions on overpayments.
k. Responsible for coordinating training in HRMS/Guardian.
l. Supervising the completion and quality of Personnel Development Reviews (PDRs), Personnel Evaluation Reports (PER) and Performance Agreements as applicable.
m. Supervise establishment change submissions and generate automated establishment and human resource reports.
n. Assist with briefing staff on relocation entitlements and coordinating requirements with relocation services.
o. Supervising human resource policy compliance and casualty administration.
p. Investigate administrative pay and benefit issues.
q. Supervise unit administration including certificates and medals, entitlements, compensation benefits, establishment changes, PRV, annual leave, leave cash out, maternity / parental leave, MPRR and remedial measures.
r. Effect changes in correction mode for HRMS/Guardian.

- Remarks: A. This is a temporary Class B position with a continued engagement for one year or until the return of the incumbent IAW Ref A. Total period of employment will not exceed three years.
B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. Supporting documents must be received by the REO OPI no later than 2359 Pacific standard-time on the closing date.
C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO.

E.
