- Basic description of duties: The University Liaison Officer (ULO) is responsible for all tasks related to personnel administration and subsidized education management for University Training List (UTL) members belonging to the 17 Wing Winnipeg AOR. The ULO is also responsible for overseeing the day-to-day management and control of the BTL (Basic Training List) cell, and providing guidance, advice, and direction to the BTL Mgr.
a. Act as liaison between UTL members and SEM (Subsidized Education Manager) in Kingston;
b. Ensure UTL members have gainful OJE for the summer months while not in school or on career courses;
c. Load UTL members on annual required CAF trg during summer months when they are not on career courses (FORCE tests, First aid, etc.));
d. Approve UTL member leave;
e. Coordinate postings in and out of UTL to include in and out-clearances;
f. Distribute incoming course loading messages to UTL members and BTL Financial Administrator (Renelle Halle) to initiate claim;
g. Secure isolation accommodations when UTL members are returning from out of province TD as required (as long as required by the province);
h. Ensure all university transcripts, receipts, and SEM Guide annexes are completed for each semester of subsidized education and forward to BTL Financial Administrator and SEM;
i. Ensure UTL members are on track to graduate;
j. Ensure official proof of graduation is forwarded to SEM once received from the member;
k. Ensure that all actual and possible course failures are reported to SEM;
l. Ensure all recovery orders from SEM for course failures are forwarded to the BTL Financial Administrator for processing;
m. Ensure promotion process is started when promotion and commissioning messages are released;
n. Provide entitlement and procedure guidance to UTL members on leave policy, RFD advancement and extension requests, postings and HHTs (house hunting trips), TD (for career courses), LTA (Leave Travel Allowance), VOTs (Voluntary Occupation Transfer), PLAR (Prior Learning Assessment Review) applications, grievance process, SEM Guide, and routine admin;
o. Complete and action routine admin not requiring CO or OC approval;
p. Review, staff and make recommendations on routine admin that require CoC approval;
q. Check to ensure leave and any requested additional courses (i.e. second language trg, summer courses, etc.) do not interfere with member's next career course(s);
r. Liaise with the MOSID Manager or Career Manager WRT members' questions or concerns;
s. Complete and action PERX process for the UTL members that require one (Capts);
t. Keep BTL Financial Administrator informed of all TDs, postings, and reimbursed leave for all UTL members;
u. Ensure that BTL cell work flow processes are optimized, improved, and are in line with national policies (CANFORGENS, DAODs, QR&Os, etc); and
v. Supervise the BTL manager.
