o Knowledge of DRMIS, Outlook, Excel, Claims-X, Revised Pay System of the Reserves RPSR), Naval Reserve Information Management System (NRIMS), Budget Tracking, Monitor Mass and

- Basic description of duties: The Finance/Verification FSA is responsible to Sr Svcs Fin Admin, specified duties include:
a. Administer the budget of SSO PERS/PCC(Q), SSO EX & PERS READ, SSO TRG and utilize FSA trade expertise to complete the following:
1) Verify integrity of DRMIS transactions into SSO PERS/PCC(Q), SSO EX & PERS READ, SSO TRG;
2) Gain Knowledge of OPIs to be able to distribute TANs and fin code to appropriate persons or entities;
3) Liaise with NRDs to identify and correct deficiencies and basic problems; and
4) Identify errors and solutions including properly supported reasons to improve our tools and systems.
b. Verify expenses, track budget and execute System Adjustment (SA) in DRMIS:
1) Identify and assign fin codes that do not include an internal order;
2) Identity and assign fin codes with incorrect fund;
3) Identify and assign fin codes with incorrect internal order;
4) Identify and assign fin codes with incorrect cost center;
5) Ensure the correct general ledger is used;
6) Ensure the pay is correctly assigned to the proper fin code for the duration of the contract;
7) Assure that O&M (TAN, claims, etc.) are assigned to the correct fin code within correct guidelines (30 days); and
c. Distribute TANs and assure follow-up.
d. Verify BMO reports:
1) Monitor expenditures in DRMIS;
2) Reconcile car holder monthly statements;
3) Charge appropriate cost centers or internal orders; and
4) Process System Expenditures (SE) in DRMIS.
e. Ensure that all information is correct in appropriate systems such as:
1) DRMIS;
2) Budget Tracking;
3) RPSR;
4) Claims-X web; and
5) Monitor Mass.
f. Ensure cell is working efficiently and correctly, including :
1) Provide customer service. Identify, prioritize and provide correct and supported , replies to questions received in the +NAVRES HQ Svcs Fin e-mail;
2) Identify and resolve any claims issues by communicating (e-mail preferred) with NRDs;
3) Ensure follow-up and reimbursement of expenses with other entities;
4) Brief Sr Svcs Fin Admin of any financial issues with DRMIS and/or HRG services; and
5) Understand and identify proper supporting information IOT be able to manage all programs used and continuously educate cell members on changes through research of policies and procedures outlined in publications.
g. Be able to prepare financial reports or generate statistics when required using DRMIS and Excel.
h. Understand task and responsibilities of the other FSAs of the section in order to answer questions correctly and deal with priorities in their absence.
i. Perform other duties as tasked by Sr Svcs Fin Admin.

Statement on the Engagement of CFSA Part I Annuitants:
The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in
force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I
who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement
anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the
terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an
AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012.
Notwithstanding this guiding principle, certain circumstances may exist where an application
may be made to VCDS requesting an exception which would permit engagement of a CFSA Part
I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period).
CFSA Part I annuitants wishing to apply for this position with an expectation of being approved
for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
· in cases where the position is currently vacant;
· in the absence of currently serving Reserve Force members not in receipt of benefits
under CFSA Part I who apply;
· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
Note: The employing unit is responsible for requesting a specific exception through their L1
pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework
Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received
prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving
Authority (DRSM).
