Basic description of duties: HR Manager Responsibilities The HR Manager is responsible for the following: Leadership and Oversight Provide guidance, oversight, and technical HRA expertise to DRSM HRA; Supervise Guardian (HRMS) and records management functions; Coordinate HRA Clerk professional development (PD); Advise DRSM 3 on service support standard deficiencies impacting PRL stakeholders; Be responsive to DRSM 3 and external stakeholders (e.g., DMPAP, DPPD); and Maintain a high level of professionalism. Pay and Financial Administration Oversee RPSR and pay functions in accordance with MPAIs, including transition of Reserve Pay to CCPS; Support administration of local payment requests; Liaise continuously with DMPAP/DPPD to resolve pay issues, including reserve pension buybacks. Conduct post-payment verification, approve pay and contingency payments, and process claims. Benefits and Appeals Review, submit, and follow up on PSHCP appeals related to Reserve benefits. Personnel Administration Support continuous processing of: NDI 20 requests Class C messages and amendments; Personnel file movement; General allowance claims processing; Action promotion documentation and Terms of Service (TOS) in HRMS; and MATA/PATA leave and allowance processing.
