  4. Basic description of duties: LCI Supply and Contracting / Procurement Inspections: 1. Preparation: a. prepare and maintain the Supply / Procurement LCI checklists on current policies and procedures; b. maintain a bank of prepared observations for each points of the LCI checklist, based on observations from previous inspections; c. review past reports and unit responses prior conducting inspections; d. contact units prior inspection -identify areas requiring particular attention or concern to unit; and e. liaise with SO Inspection and Policy, as required, regarding upcoming inspections 2. Conduct: a. verify all points on the Supply / Procurement LCI checklists; b. assist other inspection team members in their inspections; c. identify any issues which, though perhaps not on the LCI checklist, impact the units ability to fulfil its mission and tasking; d. provide advice and support to all Naval Reserve Divisions (NRDs) regarding issues both specific and broad in nature; e. suggest areas to improve the efficiency in which the unit supports its operational mission; f. provide a brief to the SO Inspection and Policy on the inspection results, before debriefing counterparts at the unit; g. perform any other related duties as assigned by the SO Inspection and Policy while visiting NRDs for LCIs; and h. liaise with counterparts at the units to ensure unit LCI Self-Assessments occur without problem and on schedule. 3. Finalization: a. produce and submit a draft of the Supply and Contracting/ Procurement observations to the SO Inspection and Policy; b. assist the SO Inspection and Policy in producing a final copy of the Supply and Contracting/ Procurement observations during the inspection (i.e. prior to debriefing unit personnel); c. review the responses submitted by the NRDs, ensuring that all LCI observations have been adequately addressed; d. provide support to the SO Inspection and Policy in preparing any subsequent correspondence with units related to the inspection findings; and e. record the inspection results in a database centrally maintained by the SO Inspections. 4. General: a. perform any other related duties assigned by the SO Inspection and policy, or by SSO Inspections & Integrated Risk Management; b. provide advice on Supply to the NRDs up to the CO when requested; c. keep units informed of all new policies and new procedures; d. keep the LCI INTRANET and SharePoint web pages updated; e. maintain a communication line with, and between, NRD's Sup Tech; f. Maintain strong liaison with key NAVRES HQ departments for the continuous promotion of strong NRD support in areas of Supply, Contracting and Procurement and Ammunition control; g. assist in continuous improvement and training both at the NRDs and for various NAVRES HQ sponsored training conferences and forums; and h. keep current of any new references, policies, instructions or bulletins.

  9. Remarks: Candidates applying after having been employed in the position for the past 6 years or more will only be considered for a period of one year at a time. Naval Reservists serving under RCN command as part of the Primary Reserve will be prioritized over other Reservists. Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
