Courses:
Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Program, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.

A. Undergraduate degree in related field or a combination of relevant post-secondary education, military and civilian qualifications and experience in similar roles;
B. Experience working in an Operations capacity at a CTC;
C. Demonstrated planning and organizational experience;
D. Knowledge of activities related to CCO Programs (NDA, RDA, Corps/squadron, CTC);
E. Experience developing multi-year operational plans;
F. Knowledge of the operational planning process; and
G. Familiar with CFTPO, MCS Applications, AIMS, DRMIS and Fortress.
- Basic description of duties:
A. Lead, manage, and coordinate the effective and efficient operation of the Regional Operations Coordination Centre (ROCC) under direction of J35; and be responsive to the CJCR Joint Operations and Coordination Centre (JOCC),
B. Ensure daily reports, briefing notes and spreadsheets are produced, promulgated and maintained;
C. Supervise temporary ROCC staff as required and provide feedback during periods of employment;
D.Contribute to and maintain the RCSU battle rhythm including Commanders Update Briefs to the RCSU CO, or their delegate, Op summaries, Sitreps, etc;
E. Develop and maintain an RCSU common operational picture, dashboards or other analytics;
F. Collaborate, synchronize and manage submissions to higher headquarters;
G. Ensure duty monitoring on a 24/7 basis in order to respond rapidly to emergency situations;
H. Create and maintain standard operating procedures (SOPs) for the ROCC and ensure Regional SOP’s coincide with Fmn Orders;
I. Create and maintain ROCC regional ops sync calendar and support the formation ops sync calendar, including monitoring in year plans to provide recommendations related to operational efficiencies or impacts;
J. Maintain SA on upcoming activities through integration and relationships with stakeholders;
K. Maintain SA on cadet participation and requirements related to specific CAF Operations;
L. Ensure Command Team awareness and report on incidents that are RCSU CO's or CJCR Commander Critical Information Requirements events or Significant Incident Reports, relay information and update of tracking tools;
M. Provide support to COATS NTE operations within AOR or as necessary;
N. Maintain updated significant incident and emergency response plans (ERP), and coordinate and support the execution of Critical Incident or Emergency Response SOP;
O. Manage and Coordinate RCSU CFTPO including monitoring, nominating, vetting, etc; and
P. Provide inputs into and support COATS NTE course loading/nominations/selections/ notifications and associated admin.

D. This is a permanent Class B for 3 years position with possibility of extension up to 3 years in accordance with Ref D. The applicant will be a staff member of RCSU Eastern. Initially, he/she will occupy the position of operations officer, but can expect to be assigned other duties as directed by his/her supervisor.
E. The member is responsible for contacting his/her home unit to request an Reserve Employment Offer (REO) appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment.
F. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO.
