Courses:
Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Program, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.

A. Plan and deliver assigned training sessions and courses;
B. Provide input to J5 instructional plans;
C. Select and supervise Class "A" personnel assigned to instructional or administrative duties related to SAIOC training;
D. Make recommendations regarding personnel selection and coordinate the training and development of individuals;
E. Monitor instructor preparation and teaching periods, and provide constructive feedback;
F. Request approval to convene training review boards and oversee their activities;
G. Recruit subject matter expert guest speakers and instructors;
H. Prepare joining instructions, course schedules, and operations orders in coordination with the SAIOC Standards Officer;
I. Provide guidance on administrative command matters related to the conduct of CIC training activities;
J. Share best practices with national and regional headquarters staff responsible for training design, development, planning, and activities;
K. Register training courses in the IIEM system;
L. Participate in course evaluation, validation, and development as required;
M. Prepare course report content, after-action reports, professional development reviews, and performance reports as applicable;
N. Develop, maintain, and implement a regional force generation plan, with emphasis on specialized courses and qualifications;
O. Identify current and future training needs to support operations, succession planning, and sustainment of training capacity;
P. Analyze capability gaps, risks, and issues affecting access to specialized training and qualification pathways;
Q. Coordinate with regional and national partners to align force generation priorities with available training opportunities;
R. Manage and track applications for specialized courses and qualifications, ensuring transparency, accuracy, and prioritization based on operational needs;
S. Monitor training progression and personnel qualification status to support decision-making and readiness assessment;
T. Maintain an overall view of the force generation pipeline, identify constraints, and recommend corrective measures;
U. Produce reports and provide advice to the chain of command on the status of force generation, risks, and trends in specialized training; and
V. Ensure that all force generation activities comply with applicable policies, directives, and governance frameworks.

D. This is a permanent Class B for 3 years position with possibility of extension up to 3 years in accordance with Ref D. The applicant will be a staff member of RCSU Eastern. Initially, he/she will occupy the position of CIC Training and evaluation officer, but can expect to be assigned other duties as directed by his/her supervisor.
E. The member is responsible for contacting his/her home unit to request an Reserve Employment Offer (REO) appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment.
F. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO.
