RCSU EASTERN has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 03-AUG-2026 until 02-AUG-2029.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Regular Force.

      In the absence of a qualified COATS member, a member of another component may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain with the Primary Reserve may be possible.

    7. Required experience and quals:
      Courses:
      Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Program, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.
      Competency Remarks:
      (1) Working knowledge of Sections 32, 33, and 34 of the Financial Administration Act (FAA), as well as non-public funds and property; (2) Experience in staff work within a headquarters environment; (3) Demonstrated experience in team management; (4) Supervisory experience in military personnel management; (5) Proven problem-solving skills, strong initiative, and the ability to remain effective in extremely demanding circumstances; (6) Demonstrated ability to work collaboratively to achieve organizational objectives; (7) Excellent oral and written (military writing) communication skills; (8) Advanced knowledge of Microsoft Excel; (9) Extensive knowledge and experience in applying Government of Canada and Department of National Defence policies, including the Financial Administration Manual (FAM); (10) Working knowledge of the procurement process of Public Services and Procurement Canada (PSPC); (11) Excellent interpersonal skills; and (12) Strong oral and written communication skills.

    A. Experience working with non-public funds accounting and the Defence Resource Management Information System (DRMIS);
    B. Financial management training (AIHM);
    C. Experience supporting the Cadet Organizations of Canada;
    D. Experience in staff work within an RCSU or a full-time training headquarters; and
    E. Undergraduate degree in business administration, accounting, finance, or commerce.
  4. Basic description of duties:
    A. Coordinate the activities of the CTC Financial Services section;
    B. Ensure the planning of all activities of the CTC Financial Services section in collaboration with the various CTCs;
    C. Monitor and disseminate all financial directives from the J8 Comptroller of RCSU East and the supporting base;
    D. Implement CTC financial policies, procedures, and systems;
    E. Advise and assist any section or department seeking guidance or support on financial matters;
    F. Enforce rules prescribed by the relevant authorities;
    G. Bring to the attention of CTCs any concerns related to financial and accounting matters affecting the CTC;
    H. Report to the J8 Comptroller any irregularities, delays, or omissions affecting financial services; I. Receive and verify invoices as well as claims for reimbursement of goods and services; J. Maintain up-to-date SOPs and reference aids related to non-public funds and property; K. Update signing authorities for non-public property (NPP) bank accounts; L. Arrange local NPP contracts for canteens and messes at CTCs; M. Reconcile accounts, settle invoices, and close inventories; N. Process receipts and deposits; O. Organize meetings and fulfill related administrative requirements; P. Ensure the liquidity needs of Mess Managers and Canteen Managers are met through regular bank deposits and withdrawals; Q. Process orders and purchases related to authorized awards/support items; R. Ensure controls over fund disbursements and safeguard funds held by CTC personnel; S. Review mess constitutions; and T. Examine financial documents, policies, and regulations related to non-public funds (NPF).

This is a permanent Class B for 3 years position with possibility of extension up to 3 years in accordance with Ref D. The applicant will be a staff member of RCSU Eastern. Initially, he/she will occupy the position of Non-public Property Accounting Officer, but can expect to be assigned other duties as directed by his/her supervisor. E. The member is responsible for contacting his/her home unit to request an Reserve Employment Offer (REO) appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment. F. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO. G.
