Basic description of duties: The overall role of the Training Administrator is to execute the following: a. assisting departmental training coordinators in preparing, scheduling, and presentation of departmental RTRs, as required; b. ensuring all RTR completion data is accurately recorded and reported internally and externally; and c. advertise and promote NRETS and other training opportunities to the Ship's Company through D365; d. complete data entry of RTRs, IBTS and First Aid in Monitor Mass; e. provide assistance as directed to the TrgO, Individual Trg & Readiness O, Trg Chief, Trg PO, Prof Development Coord, and DL Coord; f. Monitor the common training mailbox and provide responsible correspondence as required; g. Generate CFTPOs, draft messages. h. Coordinate booking and tracking of unit level readiness (FORCE, First Aid, etc.) Responsibilities: The responsibility of the Training Administrator is to execute the following duties: Data Entry: a. Enter RTRGEN and departmental RTR completion into Monitor MASS; b. Periodically verify departmental RTR completion in Monitor Mass; c. Provide assistance as directed by the TrgO, Individual Trg & Readiness O, Trg Chief, Trg PO; d. Collect and enter all ---> RTR/DLN/IBTS and First Aid- related data into Monitor Mass; and e. Generate monthly reports for use by command for unit statistical purposes. f. liaise with MITE cell for MITE code entry as required. NRETS: a. Advertise NRETS and training opportunities to the Ship's Company through various channels; MS teams, HODs/CHODs; b. Draft nomination and non-concurrance messages for release; c. Prepare FragO, joining instructions and all relevant information to selected crew members; d. Periodically assist with MIL vehicles reservation through the transport section for training specific tasks; and, e. Be the unit OPI for Monitor Mass Activity Management, ensuring unit training is accurately reflected. Messages: a. Draft messages; including: nomination, selection, non-concurrence, amended, etc; b. Maintain the general inbox for Trg Dept. Sort, file and redirect incoming emails; c. Establish working relationships with NRD OPIs; d. Performing other duties assigned by the Trg O or Individual Trg & Readiness O; e. Assist in ensuring that the onboard training organizations are run smoothly; f. Ensure the monthly RTR completion rate is updated for Command Briefs (unit/regional/formation); g. Collecting all the data necessary to prepare the required internal and external reports and messages concerning regenerative and collective training; and h. Assisting the Trg O and Individual Trg & Readiness O in ensuring that crew members are informed of all regenerative and/or collective training opportunities.

  9. Remarks: Candidates applying after having been employed in the position for the past 6 years or more will only be considered for a period of one year at a time. Naval Reservists serving under RCN command as part of the Primary Reserve will be prioritized over other Reservists. Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
