  3. Secondary requirements of position, as applic: Knowledge of health logistics is an asset. Experience in the planning, management, or oversight of medical materiel, medical equipment lifecycle management, clinical supply chains, deployable health capabilities, or coordination with medical logistics organizations (such as CMED or D Med Log) will support the ability to anticipate and address health?service?specific sustainment requirements. Understanding the unique regulatory, clinical, and operational factors influencing health logistics improves the ability to align Group?level support with clinical readiness, medical governance, and operational health service delivery needs.
  4. Basic description of duties: Logistics Advisory Responsibilities " Advise the Comd, DComd, COS, and senior health services leadership on logistics capabilities, sustainment constraints, infrastructure dependencies, and emerging support solutions to ensure Group level decisions are fully informed by operational sustainment realities. " Provide expert input to operational planning, force employment, and readiness discussions involving supply chain resilience, materiel availability, distribution planning, infrastructure readiness, and medical sustainment requirements, ensuring that J4 considerations are integrated early and consistently across planning cycles. " Assess and recommend optimized sustainment concepts, procurement approaches, and infrastructure or materiel modernization options, including impacts on readiness, risk, and resource allocation. " Identify emerging logistics risks, gaps, and opportunities related to supply, maintenance, movements, warehousing, medical materiel support, and facility sustainment, and brief leadership on recommended mitigation strategies. " Ensure that Group level plans, directives, and proposals reflect current logistics policy, real property obligations, and enterprise sustainment priorities, enabling aligned and achievable outcomes across L2/L3 formations and external partners. Strategic Logistics Governance & Readiness " Lead CF H Svcs Gp J4 planning and oversight across supply, maintenance, movements, engineering support, health services support, and operational contract support. " Integrate joint logistics modernization principles into planning, risk management, and performance reporting. Medical Materiel & Supply Chain Coordination " Coordinate with Directorate of Medical Logistics and CMED for Group level demand planning, sustainment posture, and related supply requirements. " Ensure compliance with materiel assurance and CAF logistics policy frameworks. Infrastructure & Real Property Liaison " Act as primary CF H Svcs Gp J4 liaison between the Directorate of Health Services Delivery / ADM(IE) and L3 Formations/Units to prioritize maintenance, recapitalization, and facility sustainment needs. Movement, Distribution & Interoperability " Advise on Group movement and distribution requirements; support alignment with national and multinational planning tools. Liaison & Decision Support " Serve as principal CF H Svcs Gp J4 liaison to L2 and L3 stakeholders, DGHS directorates, ADM organizations, OGDs, and NATO/ally partners if/as required. " Produce senior level decision briefs, staff writing, and analysis in support of CFHS governance and modernization. Compliance, Policy & Modernization " Maintain adherence to DAOD/TB frameworks for logistics, procurement, and infrastructure. Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
