  1. RCSU NORTHWEST has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF, or 90000-ATR to commence on 01-JUL-2026 until 30-JUN-2029.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Regular Force, Supplementary Reserve Force.
  2. Essential requirements are as fols:
    1. Rank: Capt/Capt
      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process. A position may be over or under-ranked by one rank and shall only be used in those exceptional cases where no other qualified candidate is available. Members who are over-ranked may be required to voluntarily relinquish their rank in order to be considered for the position. Additional rank considerations are outlined in ref B.
    2. MOS ID: 00232-13-CIC, or 00360-01-COATS-GS OFF, or 90000-ATR
      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered and may be offered the position with the condition that the member completes component transfer to COATS, posting to the NDHQ PRL under the administration of DRSM or is attach posted to CJCR with concurrence from their home unit. The posting to the PRL must be approved by DRSM prior to commencement of the period of employment.

      Competency Remarks: The successful completion of the PAFF-OQ (ADEP) qualification is a condition of this reserve service. Should the successful applicant not hold the qualification, they must achieve this qualification within a reasonable time period agreed upon by the employing authority contingent availability.
      Applicants shall demonstrate through provision of suitable documentation that they meet the following essential skills, knowledge, experience and qualification screening requirements: (1) Staff experience working at NDHQ, Formation, regional or area HQ; (2) Excellent verbal and written communication skills; (3) Demonstrated ability to plan and execute internal and external communication activities; (4) Demonstrated understanding of the Canadian Cadet Organizations; (5) Demonstrated ability to critically analyze issues and impacts; and (6) Demonstrated ability to provide strategic advice.

  4. Basic description of duties: On behalf of RCSU CO, the RCSU PAO is responsible for the management, coordination and PA support within the designated AOR ensuring alignment with the Formation Strategic Communications Plan. The RCSU PAO supports national communications campaigns, advises leadership, monitors communication effectiveness, and coordinates with national PA staff to maintain a consistent and proactive public presence.
    A. Provide direct PA support, advice and guidance to RCSU CO and senior officers;
    B. Manage media relations and issues and crisis communications functions within the RCSU geographical AOR in coordination with CJCR Gp HQ PA staff;
    C. Direct the development and implementation of the regional PA plan ensuring alignment with the national PA strategy and commander's intent;
    D. Manage an ongoing communication battle rhythm with CJCR Gp HQ PA staff to contribute to the effective, efficient day-to-day coordination and alignment of PA efforts across the formation;
    E. Manage the traditional media relations function within the region, including; identification of media opportunities, coordinating and responding to queries, and liaising with members of the media;
    F. Coordinate PA logistical, administrative, and financial resource requirements associated with PA;
    G. Ensure fiscal responsibility for Regional PA budget;
    H. Support the development and delivery of PA training workshops and seminars as required, including UPAR courses, Cadet Correspondent Workshops, and Designated Spokesperson Training; I. Establish and maintain active relations with PAOs and Comms Advisors across AOR; J. Coordinate the identification of SME spokespeople for regional issues and provide guidance on spokesperson strategies; K. Support internal and external communication activities to inform CCO staff and stakeholders of activities, projects, policies and changes that occur regionally, nationally within the DND/CAF; L. Monitor media trends and public perceptions providing analysis and recommendations where threats or opportunities arise; M. Conduct Lessons Learned and After Action Reviews for PA activities within AOR; and N. Act as a regional spokesperson for CCO issues as required.

  9. Remarks: A. This is a permanent Class B position with a three-year engagement period IAW ref A. Continued Class B service up to six years as per ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their employment period. B. This is not a remote work opportunity. Per paragraph 7.1 of ref B, the Employing Authority (CO RCSU NW), in combination with the Selection Board's Recommendation and priority selection factors, may elect to prioritize the hire of applicants residing within the "place of duty" as defined in ref D. C. As per ref C, the member is responsible for contacting their home unit Orderly Room (OR) to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. Supporting documents must be received by the REO OPI no later than 2359 Central Standard Time on the closing date. D. IAW refs A and E, in the absence of a suitably qualified non-annuitant member, an annuitant may be approved for employment in this position by the VCDS. Annuitants may be employed through this REO for a maximum of 3 years in the advertised position, at which time the position shall be posted for competition. E. Applicants must provide a cover letter and resume describing in detail specifically how the applicant satisfies each of the required experience, qualifications and secondary requirements, as well as the following: 1) Security clearance expiry date; 2) Dates available; 3) Contact numbers at work and home; 4) Confirmation of whether or not member is in receipt of a pension under the CFSA attributable to Reg F svc; 5) Email contact information for two work references.
