      1. Extensive knowledge of and experience with the COATS Reserve Sub Component, including its role, applicable policies, and Individual Training and Education (IT&E) programs; 2. Experience in the conduct and delivery of COATS IT&E programs; 3. Demonstrated problem solving skills, initiative and the ability to remain calm under demanding circumstances; 4. Ability to work remotely and coordinate several concurrent activities from a distance; 5. Skilled in planning, organization, coordination and conduct of activities; and 6.     A. Undergraduate degree in education (or equivalent) or 5 years job experience in a similar field;

    E. Ability to work in a team environment and to effectively interact with Senior Staff and stakeholders and provide interpretation and input on complex issues; and

  4. Basic description of duties: The Chief Instructor is responsible to execute the annual COATS training plan and to support the ongoing operations of the National Training Establishment (NTE). In support of the OC NTE, the Chief Instructor provides oversight to ensure instructional quality, curriculum implementation, and training activities are aligned with CAF training policy, CFITES principles, and approved training plans - Provide oversight of Individual Training and Education (IT&E) within the National Training Establishment (NTE) to ensure delivery in accordance with approved training plans, CAF policies, and CFITES principles; - Coordinate, validate, and monitor execution of the annual training plan, including course scheduling, training priorities, instructional resourcing, and course continuity, and identify capacity or instructor availability impacts for chain of command consideration; - Supervise and direct Company Training Officers responsible for planning, readiness, coordination, and conduct of assigned IT&E activities, ensuring effective integration of personnel and resources; - Maintain situational awareness of NTE training activities to support coordination across training, standards, operations, and support functions; - Monitor training outcomes, including learner performance trends and instructional effectiveness, and communicate findings to Standards and command staff to support evaluation and continuous improvement; - Analyze course feedback, validation results, lessons learned, After Action Reports, and course close-out documentation to identify systemic issues and inform instructional and curriculum improvements; - Ensure instructional quality assurance measures are applied and sustained during training activities in accordance with applicable direction; - Integrate instructional delivery, instructor development, and curriculum application to promote consistency and quality across training activities; - Oversee instructor development frameworks, instructional supervision practices, and professional development initiatives, ensuring instructors meet required qualifications and standards; - Foster a professional, safe, inclusive, and respectful training environment in accordance with CAF values, safety requirements, and applicable directives; - Maintain awareness of developments in pedagogy, andragogy, CAF training doctrine, and cadet program requirements to inform instructional oversight; - Contribute to training needs analysis, curriculum design, courseware development, and training evaluation, as required; - Identify and implement opportunities to improve training effectiveness, efficiency, and consistency; - Develop, review, and maintain NTE training-related policies, procedures, instructions, and guidance, as assigned; - Lead and manage personnel, including subject matter experts on Class A or short-term Class B service, in support of training delivery and instructional improvement; - Support training-related information and knowledge management to ensure accessibility and continuity of instructional materials; - Monitor training-related resource requirements, support training business planning, and exercise delegated financial authorities, as required; - Liaise with internal and external stakeholders, including Leagues and partner organizations, on matters related to training delivery and curriculum alignment; and - Advise the Officer Commanding NTE on training delivery, instructional standards, curriculum implementation, program effectiveness, and training governance. - Any other tasks assigned by the supervisor.

  9. Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within the Fmn HQ. Initially, they will be in the job of COATS NTE - Chief Instructor, but can expect to be assigned to other tasks and potentially fill another role within the Fmn during their period of service. B. As per ref B, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval. D.
