  3. Secondary requirements of position, as applic: Desirable: (1) Awareness of CFITES and AFTEMS IT&E Management Directives with respect to Qualification Standards (QS) to ensure all PD, PME, and specialized training initiatives comply with applicable CFITES/AFTEMS directives, policies and governance frameworks. (2) Awareness of training requirements, training conduct, and QS for RCAF managed officer and NCM occupations, and RCAF Officer and NCM General Specifications. (3) Basic proficiency in interpreting and applying Canadian Armed Forces personnel policies and financial policies such as DAODs, CFAOs, AFOs, and FAMs. (4) Knowledge of CAF, RCAF and 2 CAD Professional Conduct and Culture (PCC) efforts and other emerging requirements such as cyber, agile operations, AI, digital literacy.
  4. Basic description of duties: The position exists to provide support, advice, and to design, plan and coordinate emerging RCAF PD and RCAF Professional Military Education (PME) and specialized training requirements for all Regular and Reserve Force RCAF officers and NCMs as well as for those personnel from other Services employed within the RCA
    F. This includes but is not limited to incorporating culture evolution training and modern battlespace content including threats and modern weapons, agile operations, cyber, digital literacy, AI and any emerging RCAF PD requirements within the 2 CAD enterprise. Lateral accountabilities: a. coordinate with applicable training establishments the administration of QSWBs or admin review; b. Engagement with stakeholders across RCAF formations, training establishments, and relevant Military Personnel Command (MPC) organizations to ensure alignment of PD/PME/Spec Trg requirements and emerging training requirements; Engagement with CAF/RCAF Professional Conduct and Culture (PCC) stakeholders and profession of arms / culture evolution teams. c. conduct routine and advanced correspondence, such as Briefing Notes and the submission of staffing packages through MESH, both within and external to the Advanced Qualifications and Plans section; and d. conduct any other duties as assigned. Accountabilities (Vertical): a. SO Emerging Requirements is accountable to SO Specialised Trg 2 Major to assist the activities of the Emerging Requirements; b. Maintain oversight of project timelines, file management, and documentation to ensure governance products and PD initiatives are delivered as tasked; Improve and plan the development of future RCAF PD and/or specialized training based on emerging requirements including PCC and modern battlespace. c. Support development of validation plans and after-action analyses for PD and PME programs. d. design effective quality assurance and performance measurement systems; analyze results, and brief findings to the chain of command to inform decision-making. e. prepare inputs to the Comd 2 CAD's planning guidance and HQ business plan; ensure all PD/PME initiatives are aligned with CAF and RCAF strategic direction, profession of arms concepts, and culture evolution priorities. f. review and revise the RCAF Officer and NCM Air Environment Performance Requirements (AEPR) and associated Qualification Standards (QS) to ensure they reflect ongoing and emerging RCAF requirements; and, g. eliminate and alleviate duplication between RCAF PD and specialized training programs and the CAF-common NCM and Officer General Specification and P
    D. h. Identify risks related to PD/PME development and propose mitigation strategies to senior leadership. SO Emerging Requirements will be assigned financial responsibilities within AF PD as tasked in accordance with applicable CAF financial policies and contribute to forecasting and resource allocation discussions.
