A. Working knowledge of Canadian Forces Range Information System (CFRIS);
B. Be prepared to attend training to acquire qualifications required to instruct CBRN and MFA if required.
C. Prepare reports and returns; perform administrative and logistical tasks associated with IBTS instruction and evaluation;
D. Perform unit secondary duties as required;
E. Perform staff duties on a conventional range or during CBRN training;
- Basic description of duties: (1) The IBTS Sgt is directly responsible to the 5 Sqn WO for identifying core requirements, establishing priorities, and developing effective trg cycles to facilitate the effective delivery of IBTS trg ISO Force Generation (FG) and Annual Readiness Verification (ARV) for all Station pers. They will ensure the IBTS Cell renders essential pre-deployment trg and crses throughout the FY including but not limited to:
-C7 Personal Weapons Test (PWT);
-9mm PWT;
-Chemical, Biological, Radiological, Nuclear (CBRN) trg;
-Canadian Red Cross First Aid; and
-pre-Primary Leadership Qualification (PLQ) trg.
Major Responsibilities
(2) Personnel:
a. Supervise the delivery of tactical trg, instruction, and IBTS reqrs, ensuring all instructors have the support mechanisms/resources required to effectively administer trg;
b. Assume responsibility for timely generation of relevant FNs/JDs for all IBTS pers; ensuring objective performance feedback via verbal/written is routinely delivered;
c. Generate/action admin reqrs/reqs for IBTS pers;
d. Ensure effective comm with 5 Sqn WO and SSM to facilitate good conduct and discipline within IBTS Cell;
e. Advise sqn command tm on all op/admin reqrs/issues;
f. Keep all IBTS pers apprised of admin/op procedures and reqrs as set forth by sqn/unit ldsp;
g. Ensure positive and safe control of CAF weapons, pers and trg facilities; and
h. Ensure all pertinent quals of instructors /trg staff are maintained.
(3) Planning
a. Assist OC 5 Sqn, 2IC, and SSM with the coord, implementation, and execution of sqn/stn level taskings;
b. Conduct routine assessments of range trg against current doctrine and adjust accordingly;
c. Record/track unit quals for stn pers who have completed core trg, report any conduct/safety issues to 5 Sqn CoC; and
d. Maintain IBTS online trg calendar, administering updates and changes as required.
(4) Efficiencies
a. Maintain thorough knowledge of B-GL-381-001/TS-001 and Range Standing Orders to ensure weapons trg is delivered in compliant/safe manner;
b. Work closely with Ops WO and 2IC to ident/action trg priorities/reqrs, liaising with other orgs such as CPRTC to streamline processes, mitigate issues, and prioritizee tasks to meet critical op
reqrs; and
c. Maintain knowledge of CAF regs and key admin policies IOT effectively enforce good order and discipline, provide relevant guidance to jr sqn pers.
(5) Training
a. Ensure all IBTS pers maintain core quals;
b. Plan/deliver specialized trg as reqr'd to meet short notice reqrs for stn pers;
c. Plan/coordinate yearly trg schedule for ranges and work closely with CRPTC pers to ident dates that best support the unit's reqrs;
d. Mentor/guide troops to increase their skills/knowl; seek out ldsp opportunities for IBTS pers so they may achieve a higher level of proficiency;
e. Encourage subordinates to pursue PD, provide support for pers to pursue learning opportunities; and
f. Acquire/maintain professional quals as required.
(6) Administration & Discipline:
a. Interview/counsel Sqn pers on career planning, conduct issues, etc as required;
b. Assist with the review of Sqn PAR/feedback notes;
c. Review/staff a variety of admin to support subordinates' admin reqrs/reqs;
d. Ensure stn pers have access to trg resources and a clear understanding of policies/processes;
e. Maintain SLOC for IBTS Cell; and
f. Ensure good order & discipline, dignity and respect of all persons through the provision of transparent, professional, and supportive ldsp

Statement on the Engagement of CFSA Part I Annuitants:
The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in
force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I
who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement
anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the
terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an
AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012.
Notwithstanding this guiding principle, certain circumstances may exist where an application
may be made to VCDS requesting an exception which would permit engagement of a CFSA Part
I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period).
CFSA Part I annuitants wishing to apply for this position with an expectation of being approved
for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
· in cases where the position is currently vacant;
· in the absence of currently serving Reserve Force members not in receipt of benefits
under CFSA Part I who apply;
· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
Note: The employing unit is responsible for requesting a specific exception through their L1
pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework
Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received
