  1. RCSU NORTHWEST has a Class B Permanent for a Sgt/Sgt MOS ID/Occupation 00359-01-COATS-GS NCM, or 00168-01-SUP TECH, or 90000-ATR to commence on 01-MAY-2026 until 30-APR-2029.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force.

      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process. A position may be over or under-ranked by one rank and shall only be used in those exceptional cases where no other qualified candidate is available. Members who are over-ranked may be required to voluntarily relinquish their rank in order to be considered for the position. Additional rank considerations are outlined in ref B.
    2. MOS ID: 00359-01-COATS-GS NCM, or 00168-01-SUP TECH, or 90000-ATR
      IAW refs B and C, in the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS or Primary Reserve Force member, a Regular Force Member may be offerred the position and shall component transfer to COATS.

    E. Experience in procuring and managing aircraft spares in accordance with Transport Canada rules and regulations;
    F. Experience in maintaining records within aircraft maintenance/inventory system software. Includes, serviceability status, quarantined items, tracking of expiring products, in accordance with Transport Canada or manufacturer standards;
    G. Experience in handling aircraft fluids;
    H. Experience in HAZMAT packaging and preparation; and I. Capable of obtaining a DND 404 with the following qualifications F4, B1, B11, and T3.
  4. Basic description of duties: The Materiel Management Technician - Air Ops (MMT - Air Ops) is responsible to the Deputy OC Air Ops, working in close collaboration with the Air Ops Engineering Officer (Air Ops Eng) in all manner of aircraft parts supply duties for Air Ops and any other assigned duties. The MMT is responsible for monitoring inventory, ordering, tracking, and issuing aircraft parts. Primary duties include, but are not limited to: - Manage all aviation products, including purchasing, warehousing, shipping, receiving, stock control, and disposal of obsolete stock and equipment; - Receive, handle, and prepare items for shipment; - Maintain the Aviation Maintenance System (AMS) with aviation products; - Keep records for controlled aviation products for audits and tracking; - Incorporate safety considerations into all job aspects and support the unit's safety program; -Integrate environmental practices into all job aspects and support the unit's environmental policy; - Promote a workplace free of harmful behavior and harassment, supporting the departmental harassment policy; - Uphold ethical behavior in all job aspects and support the department's ethics policy; - Lead assigned NCMs and civilian staff, managing resources efficiently and ethically; - Manage, track, and store aircraft spare parts inventories according to regulations and policies; - Maintain the aircraft parts inventory software system for accurate tracking and adequate inventory levels; - Procure aircraft parts as needed, following regulations and government procurement policies; - Maintain separate storage for unserviceable and quarantined parts according to standards and policies; - Monitor, measure, record, and track aircraft fuel inventory, recommending resupply as needed; - Perform quality control tests on aircraft fuel inventory; - Identify repair facilities and contractors for aircraft parts; - Package aircraft parts for shipping, ensuring safe handling of hazardous products; - Operate light vehicles and forklifts as required; - Tow glider trailers on highways and in urban areas, including disassembly, loading, and reassembly of gliders; - Ensure current Safety Data Sheets (SDS) are provided for all hazardous products entering the workplace; and - Contribute to the Lessons Learned processes.

  9. Remarks: A. This is a permanent Class B position with a continued engagement for a three year period IAW Ref A. Continued Class B service up to six years as per Ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. The applicant will be a staff member within the RCSU. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the Formation during their employment period. B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. Supporting documents must be received by the REO OPI no later than 2359 Central Standard Time on the closing date. C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO. D.
