  4. Basic description of duties: CA HQ - Directorate of Land Force Development (DLFD) - Establishment Integration (EI) - Personnel (3-3). The DLFD EI 3-3 position is a staff officer position within the DDFT IE section. It is the second chair within the "Personnel" side of Establishment Management. Explicit Tasks Related to the Position Held: GENERAL - Prepare and submit Establishment Change Requests (ECR) within the C
    A. - Review Facility Change Requests (Level 2). - Oversee the coordination, review, and implementation of the Inter-Capability Component Transfer (ICCT) processes on behalf of the DDFT. - Review and identify gaps and discrepancies between the two facility management software systems (MCS-E and Guardian) at HQ. Request Level 2 modifications and monitor the work performed by Level 2s. Implement the necessary changes. WORK EFFICIENCY. Planning, Decision Making and Problem Solving. - Ensure that problem analysis is done properly and that sound decisions are made and/or suggest solutions to your supervisor. Provide the highest quality advice to DLFD and L2 O&E representatives. - Ensure that all applicable O&E policies and CA guidance are followed in submitted ECs. - Make sound and timely recommendations to ensure CA submissions are timely and accurate. - Make sound and timely decisions within your authority based on HQ priorities. Analyze, solve and anticipate problems; taking into account time, cost, and human resource constraints. - By identifying, selecting, and managing priorities, effectively analyze all possible COAs and present viable solutions. Maintain a balance between operations, support, training, and administration. - Solve personnel, training, support, and operational problems by developing and implementing efficient and effective plans and programs within the limits of your competence. - Promote Team Building through personal example and team spirit. RESOURCE MANAGEMENT - Develop experteise in O&E management software (MCS-E and Guardian) to support the L2s. EC-follow up. - Ensure that all ECRs are properly tracked and recorded. Follow up appropriately on issues that fall behind schedule. PROFESSIONALISM - Be accountable - Accept personal responsibility and suppor the decisions and actions of superiors and subordinates alike. - Be knowledgeable. Know the procedures and policies in place for establishment management. Be dedicated - balance personal needs with those of the organization. - Support HQ social functions when possible. Maintain personal physical fitness. - Lead example in physical fitness. Ensure completion of the FORCE test. - You are entitled to one hour of physical fitness training time per day when priorities allow the flexibility to do so. - Ensure that all deadlines are met. If this is not possible, ensure that the fact that they will not be met is communicated promptly to the appropriate authority so that adjustments to priorities or resources can be made in time to influence the mission.
