  1. RCSU NORTHWEST has a Class B Permanent for a MCpl/MCpl MOS ID/Occupation 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR to commence on 02-MAR-2026 until 01-MAR-2029.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Canadian Rangers, Primary Reserve Force, Regular Force, Supplementary Reserve Force.
  2. Essential requirements are as fols:
    1. Rank: MCpl/MCpl
      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process. A position may be over or under-ranked by one rank and shall only be used in those exceptional cases where no other qualified candidate is available. Members who are over-ranked may be required to voluntarily relinquish their rank in order to be considered for the position. Additional rank considerations are outlined in ref B.
    2. MOS ID: 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR
      IAW refs B and C, in the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS or Primary Reserve Force member, a Regular Force Member may be offerred the position and shall component transfer to COATS.

Secondary requirements of position, as applic: Of the applicants meeting the essential requirements ref para 2G, further consideration will be given to those applicants demonstrating the following desired skills, knowledge and qualifications: (A) Experience in a Release Section; and (B) Prior experience working in support of the CCO.
  4. Basic description of duties: The J1 Supervisor (Releases) directs the provision of human resource services to releasing members including completing release documentation; briefing members on the release process and ensuring the quality of the release documentation. Duties include: - Coordinating the transmission of release packages and all necessary paperwork to corps and training centre COs when requested. - Reviewing and verifying release packages prior to final processing. - Ensuring release transactions are completed in accordance with current policies and directives. - Coordinating release medicals. - Coordinating requests for DWD certificates from CAF and Federal, Provincial and Municipal Governments. - Maintain a BF system for Retirement Age (CRA) releases. Prepare letter for RA members 1 year in advance of their CRA date. Forward applicable release package to the member's home mailing address no later than 4 months prior to the CRA date and ensure appropriate follow-up in order to obtain documentation in order to process the Release. - Audit applicable forms to ensure accuracy and completeness including appropriate signatures. - Ensure appropriate signing authority on Applications for Voluntary Release/Transfer and Recommendation for Compulsory releases are in accordance with the CD Delegated Release Authorities. - Ensure HRMS/Guardian/RPSR are updated accurately in accordance with HRMS COACH and RPPO Checklist and RTNM is completed and addressed in accordance with regulations. - Ensure Kit recovery forms are forwarded to the local AJAG with a certified true copy of a member’s outstanding kit. - Complete applicable Certificate of Service based upon years of service and training. For members with 10 or more years of svc, forward applicable documentation to request a CF 54/75 to NDHQ. - Forward a ROE to each member who is releasing or transferring and ensures the appropriate reason code is used depending upon release or transfer item. - Ensure release or transfer members are briefed on applicable benefits and entitlements. - Ensure immediate supervisor is kept abreast on issues relating to release/transfers and communicate verbally and in writing with various offices in Natl CJRC Sp Gp, DMCA, AJAG and other Release Sections. - Ensure casualty releases, Component Transfers to Regular Force and DMCA directed releases takes precedence over any other release. - Ensure remainder of releases are processed in accordance with date of release or transfers.

  9. Remarks: A. This is a permanent Class B position with a three year engagement period IAW ref A. Continued Class B service up to six years as per ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their employment period. B. This is not a remote work opportunity. Per paragraph 7.1 of ref B, the Employing Authority (CO RCSU NW), in combination with the Selection Board's Recommendation and priority selection factors, may elect to prioritize the hire of applicants residing within the "place of duty" as defined in ref D. C. As per ref C, the member is responsible for contacting their home unit Orderly Room (OR) to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. Supporting documents must be received by the REO OPI no later than 2359 Central Standard Time on the closing date. D. IAW refs A and E, in the absence of a suitably qualified non-annuitant member, an annuitant may be approved for employment in this position by the VCDS. Annuitants may be employed through this REO for a maximum of 3 years in the advertised position, at which time the position shall be posted for competition. E.
