- Basic description of duties: The position exists to manage all executive matters on behalf of the 17 OSS CO included but not limited to the supervision of OSS operations, production of the Sqn business Plan (BP), production of Sqn orders and assisting the CO as directed & required.
This is a supervisory position in which the incumbent is responsible for:
a. Assume command of the Squadron in absence of the CO;
b. Implement policies and orders and inform CO of all significant matters pertaining to the Sqn;
c. In consultation with CO, prepare annual Sqn Business Plan with the assistance of the Executive Coordinator;
d. In consultation with CO, manage all aspects of the Sqn Human Resources Plan, including but not limited to Automated Establishment Report actions, Establishment Change submissions, Defence Team Establishment Plan (DTEP) submissions, public service employee human resources and labour relations actions, and public service staffing actions;
e. Monitor the Squadron establishment (Reg Force, P Res, Civ), review establishment change requests from Flights for accuracy and justification, follow-up on establishment change requests with L3 and L2 as necessary, and make recommendations to the CO on vacancy management across OSS in coordination with the SCWO;
f. In coordination with the SCWO, assigning and directing personnel taskings in response to internal and external needs;
g. Manage and periodically review the Squadron Standing Orders (SSOs), Standard Operating Procedures (SOPs) and Terms of Reference (TORs);
h. Monitor communication and processes between Flights to maximize daily operational readiness;
i. Coordinate with outside agencies and HHQ for operational and administrative related matters;
j. Act as Officer Conducting a Summary Hearing, Delegated Officer or Custody Review Officer as directed and authorized by CO;
k. Ensure opportunities for career development are made available to 17 OSS personnel;
l. Ensure a high standard of discipline, dress and deportment is maintained by Squadron Officers and, in concert with SCWO, Squadron NCMs;
m. Complete personnel assessments on subordinates under their supervision;
n. Ensure all OSS members receive Feedback Notes and Quarterly feedback sessions IAW the PaCE directive;
o. Ensure the proper completion and timely submission of Sqn PARs in coordination with the Adjt;
p. Coordinate Squadron level information, events and/or training;
q. Prepare annual MR submissions;
r. Supervise management of the Squadron budget in concert with the Executive Coordinator;
s. Monitor Squadron Historical activities;
t. Provide effective guidance and leadership to 17 OSS; and
u. Other duties as assigned by the Chain of Command.
