    7. Required experience and quals:
      Courses:
      Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Program, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.
      Competency Remarks:
      (1) Demonstrated experience working in a full-time HeadQuater HQ); (2) Demonstrated experience in planning and organizing activities related to the delivery of the cadets program (CP) (local, regional and/or summer); (3) Demonstrated experience in the Operational Planning Process (OPP); (4) Demonstrated problem-solving skills, initiative, and ability to remain effective in demanding circumstances; (5) Demonstrated ability to work with others to achieve organizational goals; and (6) Excellent verbal and written communication skills.

  3. Secondary requirements of position, as applic: 1. Demonstrated experience working with the delivery of the CP (local, regional and/or summer); 2. Demonstrated experience in financial management; and 3. Undergraduate degree in a related field or a combination of relevant post-secondary education, military and civilian qualifications, and relevant experience in similar roles.
  4. Basic description of duties:
    A. Assist in the planning and coordination of resources for the delivery of the CP (local, regional and/or summer).
    B. Forecasts and advises on resource and material requirements to support the delivery of the CP and contributes to the planning of related activities.
    C. Support national evaluation and validation functions and write consolidated reports (e.g., evaluation, validation, AAFs, etc.).
    D. Write and publish regional guidelines related to the delivery of the CP (local, regional and/or summer).
    E. Assist in the drafting of SOWs to support the delivery of the CP (local, regional and/or summer).
    F. Plan, administer and carry out budget follow-ups for the delivery of the PC (local, regional and/or summer).
    G. Chair and/or participate in WGs and GPOs related to the delivery of the PC (local, regional and/or summer).
    H. Act as the Lessons Learned Officer for the delivery of the CP (local, regional and/or summer).

This is a permanent Class B for 3 years position with possibility of extension up to 3 years in accordance with Ref D. The applicant will be a staff member of RCSU Eastern. Initially, he/she will occupy the position of J5 Plans Officer, but can expect to be assigned other duties as directed by his/her supervisor. e. The member is responsible for contacting his/her home unit to request an REO appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment. f. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO. g.
