- Secondary requirements of position, as applic: The ideal candidate for the Information, Knowledge and Data (IKDM) Training Cadre role will be someone who understands both technology and people. They should have experience helping organisations adopt digital tools and processes, ideally in a military or defence setting where structure and operational tempo matter. Familiarity with Army formations and HQ workflows is a strong advantage.
This role is about making complex ideas simple. The candidate must be comfortable taking IKDM policies, standards, and governance frameworks and turning them into clear, role-specific training that works for end users, IM representatives, and digital champions. They should be able to design and deliver practical learning materials (workshops, quick reference guides, and short video tutorials) that help people build confidence with digital tools.
Technical skills matter, but so does approachability. The candidate should know their way around the Microsoft 365 ecosystem, especially SharePoint Online, Teams and the Power Platform (Power BI, Power Automate, Power Apps). Knowledge of Microsoft Purview and compliance features is a plus. They should be able to run hands-on sessions, demonstrate tools, and answer questions in plain language.
Change management experience is highly valued. This role often involves overcoming resistance and building trust, so the ability to engage stakeholders and keep momentum is key. Collaboration is essential as they'll work closely with IM staff to ensure training fits local needs and aligns with capability maturity.
Finally, the candidate should be curious and adaptable. Gathering feedback, analysing what works, and improving training over time will be part of the job. A working knowledge of CAF IM policies, data classification, and secure information handling is helpful, but the real priority is a willingness to learn and share knowledge in a way that makes digital adoption easier for everyone.
- Basic description of duties: Reporting to the Canadian Army (CA) Information, Knowledge and Data Management (IKDM) Readiness Officer, the CA IKDM Training Cadre shall:
1. Deliver IKDM training and digital literacy sessions to Army personnel, focusing on tools such as SharePoint Online, Teams, Microsoft Purview, and the Power Platform.
2. Translate complex IKDM policies, standards, and governance into accessible, role-specific training for end users, IM representatives, and digital champions.
3. Develop and refine modular training content, workshops, quick reference guides, and video tutorials in coordination with IKDM Governance and Readiness.
4. Conduct hands-on sessions, digital tool demonstrations, and "IKDM onboarding" for new units, formations, or project teams adopting Army-approved platforms.
5. Act as a front-line support resource for digital adoption challenges, gathering user feedback to inform continuous improvement of IKDM tools and practices.
6. Collaborate with L2 IM staff and the IKDM Readiness Officer to align training efforts with current capability maturity, operational tempo, and local needs.

- Remarks: Statement on the Engagement of CFSA Part I Annuitants:
The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in
force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I
who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement
anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the
terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an
AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012.
Notwithstanding this guiding principle, certain circumstances may exist where an application
may be made to VCDS requesting an exception which would permit engagement of a CFSA Part
I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period).
CFSA Part I annuitants wishing to apply for this position with an expectation of being approved
for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
· in cases where the position is currently vacant;
· in the absence of currently serving Reserve Force members not in receipt of benefits
under CFSA Part I who apply;
· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
Note: The employing unit is responsible for requesting a specific exception through their L1
pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework
Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received
prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving
Authority (DRSM).
