  3. Secondary requirements of position, as applic: Must be able to travel and support Western Region units throughout the year. The position is remote; however, most working hours will be required at the member's local NR
    D. Coordination will be managed by the Regional Senior Recruiter.
  4. Basic description of duties: The Western Region (WR) Regional Recruiter is responsible to the WR Senior Recruiter for the following specific duties and responsibilities: a. attend the first available Naval Reserve Recruiter Course (NRRC) within the first six months of employment. Complete Recruiter OJT package within six months of completing the NRRC b. remain current with all NAVRES recruiting policies and practices as described in the NAVRES Recruiting SOP c. attract suitable candidates to meet established recruiting objectives and ensure NRD attraction plan includes efforts towards diversity; d. assist NRDs with inputting events onto Affinitas with annual attractions activities containing the following information: o all recruiting activities in which the units intend to participate; o dates and periods where those activities will take place; and o contacts leads through Affinitas after events. e. aid with REG F Navy recruiting activities at the local/regional Canadian Forces Recruiting Center (CFRC) when requested. Remain familiar with REG F RCN recruiting policies, procedures, entry plans, subsidized entry plans, benefits, IE's, and career paths; f. answering recruiting-related telephone or internet inquires; g. participate in mobile recruiting activities (e.g.: career employment fairs/events) h. assist in development and maintenance of relationships with influencers, such as, high school guidance counsellors, teachers, College and University representatives, and other local community leaders that directly influence potential prospects i. keep accurate records of all unit recruiting activities and provide regular attraction and processing updates to the Lead Recruiter j. adhere to the Service Level Agreement (SLA) with the local CFRC, facilitating a good working relationship WRT booking of medical appointments k. conducting preliminary interviews of potential candidates to: o evaluate the candidate's basic enrolment admissibility o explain the recruiting process to the candidate o guide candidates towards occupations that suit their personal interests and needs; and o advise candidates about their occupation choices as they relate to quotas, training commitments, and sea verses land duty. l. Contribute to NRD production efforts by following NAVRES Recruiting Productions policies outlined in the NAVRES Recruiting SOP, m. ensure follow-up of each applicant's file through the different processing stages n. conduct/supervise the following processing steps for each individual applicant: o review application forms, ID's, transcripts, and confirm ACE o assess pre-security requirements o conduct enrolment physical fitness testing o conduct CFAT, MOST, and WCPT testing as required o conduct employment reference checks o conduct NPD briefing and CFAT counselling o conduct various counselling as required, such as tattoo, ES, fitness o conduct various waiver requests as required o conduct abbreviated interviews on all applicants o make suitability assessments on all applicants

Naval Reservists serving under RCN command as part of the Primary Reserve will be prioritized over other Reservists. Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
