  3. Secondary requirements of position, as applic: Must reside in the Moncton Area or be willing to relocate. The Moncton Detachment HOD should also possess: a. Thorough knowledge of the Naval Reserve structure, staffing and administrative procedures, b. Experience drafting correspondence for review and approval by senior staff, c. Experience with PaCE;
  4. Basic description of duties: As per Naval Reserve Division (NRD) Standing Orders Chapter 4002, para 1: HOD is responsible to the Executive Officer (XO) for the individual training and readiness of Detachment's members, the administrative and disciplinary matters within the Detachment and day to day operation. The position is a succession-planned position within the NRD for candidates in preparation for assuming the role of XO and potentially CO of the NRD that Moncton Detachment is intended to become. The HOD provides oversight with regards to memorandums and correspondence to the CoC and out of the unit, ensuring they meet required standards. Duties are to include but not be limited to: a. Supervising and mentoring the officers within the Detachment; b. Acting as DivO for the CHOD and Detachment Officers; c. Maintaining the highest possible level of effectiveness and readiness in the Detachment; d. Coordinating the planning, preparation, and conduct of exercises within the Detachment, including production and collection of exercise records, analysis, post-exercise reports and returns, and best practices; e. Ensuring the welfare of members of the Detachment; f. Maintain divisional records for all personnel in the Detachment; g. Ensuring Detachment has sufficient resources to complete all tasks in an efficient manner; h. Administering PARs IAW PaCE for all members of the Detachment; i. Keeping the XO properly informed; j. Communicating personnel policies and procedures throughout the Detachment; k. Monitoring the conduct of Detachment training and RTRs, including maintaining associated records; l. Promptly and effectively staffing personnel requests or complaints; m. Counselling Detachment members on their performance, conduct and personal problems, and when required arrange for access to specialized resources and welfare services within the unit or support base; n. Being familiar with the career progression and training requirements for the specific occupations within the Detachment, ensuring that each member is aware of their own training and promotion requirements and entitlements; o. Supporting members during administrative and disciplinary proceedings; p. Tracking attendance of personnel within the Detachment; q. Verifying personnel records and requirements for currency and completeness, including medicals, FORCE evaluations, ID Cards and discs, and security clearances; and r.Performing other duties as assigned by XO and CO. In addition to these duties, the HOD will be expected to contribute and be a key stakeholder in the growth of the Moncton Detachment, whose end goal is to become an independent NR
    D. The HOD will be expected to have strong relationships with the Saint John unit, most notably the Command Team, Training Officer, Training Chief, Recruiting team and Administration Officer/FTS OI
    C. The HOD will be a member of the Full Time Support (FTS) Staff and must contribute as a member of the FTS by being in the duty rotation and following FTS governing policies.

Remarks: Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
