  1. RCSU CENTRAL has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 01-FEB-2026 until 31-JAN-2029.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Regular Force, Supplementary Reserve Force.

      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered and may be offered the position with the condition that the member completes component transfer to COATS, posting to the NDHQ PRL under the administration of DRSM or is attach posted to CJCR with concurrence from their home unit. The posting to the PRL must be approved by DRSM prior to commencement of the period of employment.

  3. Secondary requirements of position, as applic: 1. Undergraduate degree in related field or a combination of relevant post-secondary education, military and civilian qualifications and experience in similar roles; 2. Staff experience working at NDHQ, or a Fmn, regional or area HQ; 3. Experience working in an Operations capacity at a CTC; 4. Demonstrated planning and organizational experience; 5. Knowledge of activities related to CCO Programs (NDA, RDA, Corps/squadron, CTC); 6. Experience developing multi-year operational plans; 7. Knowledge of the operational planning process; and 8. Familiar with CFTPO, MCS Applications, AIMS, DRMIS and Fortress.
  4. Basic description of duties: The position of J3 Operations Officer is responsible for the regional coordination of information critical to directing, executing and reporting CCO Programs. Through the Regional Operations and Coordination Centre (ROCC), the J3 Ops O supports situational awareness and control for the CO RCSU, and through them, to Comd CJCR. Duties include: a. Lead, manage, and coordinate the effective and efficient operation of the Regional Operations Coordination Centre (ROCC) under direction of J3 and be responsive to the Fmn Joint Operations and Coordination Centre (JOCC); b. Ensure daily reports, briefing notes and spreadsheets are produced, promulgated and maintained; c. Supervise temporary ROCC staff as required and provide feedback during periods of employment; d. Contribute to and maintain the RCSU battle rhythm including Commanders Update Briefs to the RCSU CO,or their delegate, Op summaries, Sitreps, etc; e. Develop and maintain an RCSU common operational picture, dashboards or other analytics; f. Collaborate, synchronize and manage submissions to higher headquarters; g. Ensure duty monitoring on a 24/7 basis in order to respond rapidly to emergency situations; h. Create and maintain standard operating procedures (SOPs) for the ROCC and ensure Regional SOP¡¦s coincide with Fmn Orders; i. Create and maintain ROCC regional ops sync calendar and support the formation ops sync calendar, including monitoring in year plans to provide recommendations related to operational efficiencies or impacts; j. Maintain SA on upcoming activities through integration and relationships with stakeholders; k. Maintain SA on cadet participation and requirements related to specific CAF Operations; l. Ensure Command Team awareness and report on incidents that are RCSU CO's or CJCR Commander Critical Information Requirements events or Significant Incident Reports, relay information and update of tracking tools; m. Provide support to COATS NTE operations within AOR or as necessary; n. Maintain updated significant incident and emergency response plans (ERP), and coordinate and support the execution of Critical Incident or Emergency Response SOP; o. Manage and Coordinate RCSU CFTPO including monitoring, nominating, vetting, etc; and p. Provide inputs into and support COATS NTE course loading/nominations/selections/ notifications and associated admin.

  9. Remarks: A. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO; C.
