- Basic description of duties:
The RCSU J4 Infrastructure Officer is responsible for providing oversight of the regional infrastructure portfolio. This includes the management of infrastructure projects, leases, plans, and assets. They are responsive to the CJCR GpInfrastructure Officer who oversees the national portfolio.
a. Manage regional CJCR Gp infrastructure assets – Validate annually, with other RCSU staff, the regional holdings of CAF and leased infrastructure;
b. Manage Real Property leases - Coordinate and track all leases with regional RP Ops;
c. Liaise with Real Property Operations - Coordinate, plan, and support CJCR Gp infrastructure projects through the RP process;
d. Participate in Master Real Property Development Plan discussions and process – Function as the RCSU representative during the MRPDP process and provide RCSU requirements to the CJCR Gp J4 Infra O;
e. Liaise with RCSU staff/CO - Meet semi-annually with RCSU representatives to discuss projects and conduct visits as required;
f. Liaise with NDHQ authorities - Meet with CJCR Gp HQ, ADM(IE), and other L1 infrastructure provider staff for discussions of cadet infrastructure and environmental issues when required;
g. Identify and prioritizes infrastructure requirements beyond 5 years - Work with CJCR Gp HQ, maintain the long-term infrastructure plan for CJCR Gp;
h. Develop regional infrastructure requirements - Work with RCSU staff and CJCR Gp J4 Infra O in the development and approval of infrastructure requirements;
i. Advise CJCR Gp J4 Infra O on infrastructure status of CJCR Gp facilities - Responsible for remaining current and reporting on CJCR Gp infrastructure issues;
j. Coordinate CJCR Gp infrastructure requirements into strategic plans - input and synchronize RCSU infrastructure plans with the national strategic plan;
k. Provide input into policies, orders, directives – Provide CJCR Gp J4 Infra O with input when developing relevant policy documents;
l. Contribute to J4 Business Plans – Produce accurate and realistic submissions as required; and
m. Prepare reports and returns – Ensure all reports are prepared in a timely and accurate manner to meet any imposeddeadlines.

B. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval.
