- Basic description of duties: The L2 CEC is accountable to the L2 Comd for the tactical implementation of RCAF professional conduct & culture programs. Members carrying out the functions of the L2 CEC do so as a primary duty.
The CEC has three primary lines of effort:
1. Inform: Act as a culture consultant for leadership, providing sound information and advice to facilitate culture-informed decision-making;
2. Engage: Build and maintain a network of internal resources to build support for positive culture evolution and promote active participation of leaders and team members in culture work; and
3. Enable: Coordinate the development and implementation of plans, processes, structures and tools to maintain consistent direction, effort and progress.
As the gateway for L2-level Conduct & Culture program implementation, tracking, and reporting, the L2 CEC is accountable for the following DND/CAF programs relating to RCAF Professional Conduct & Culture:
a. CAF and Public Service harassment and violence prevention programs,
b. Sexual Misconduct prevention and response programs;
c. Hateful Conduct prevention and response programs;
d. Defence Ethics Program and Conflict of Interest;
e. CAF and Public Service Employment Equity, Diversity & Inclusion programs (Human Rights and Diversity); and
f. CAF/DND programs relating to the implementation of the Canadian National Action Plan on UNSCR 1325 (Women, Peace & Security), and Gender Based Analysis (GBA+).

CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
a· in cases where the position is currently vacant;
b· in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply;
c· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
d· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
e· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
f· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
g· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
