  1. RCSU NORTHWEST has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF, or 90000-ATR to commence on 15-MAY-2026 until 14-MAY-2029.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force, Canadian Rangers.

      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process. A position may be over or under-ranked by one rank and shall only be used in those exceptional cases where no other qualified candidate is available. Members who are over-ranked may be required to voluntarily relinquish their rank in order to be considered for the position. Additional rank considerations are outlined in ref B.

      IAW refs B and C, in the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS or Primary Reserve Force member, a Regular Force Member may be offerred the position and shall component transfer to COATS.

      Applicants shall demonstrate through provision of suitable documentation that they meet the following essential skills, knowledge, experience and qualification screening requirements: RMLO - Physician Assistant (COATS) shall possess, as a minimum: (1) Graduation from a Physician Assistant Program accredited or recognized by Canadian Medical Association (CMA); (2) A PA certification from the Physician Assistant Certification Council of Canada (PACCC) through the Canadian Association of Physician Assistants (CAPA) or have a minimum five years military PA experience; and (3) A current HCP level Cardio-pulmonary Resuscitation/Automated External Defibrillator (CPR/AED) and annual recertification is required; Or RMLO - Registered nurse (COATS) shall possess, as a minimum: (1) A university nursing degree; (2) Have a minimum of 5 years nursing experience; and (3) Current license in good standing from a provincial/territorial regulatory organization. (4) A current HCP level Cardio-pulmonary Resuscitation/Automated External Defibrillator (CPR/AED) and annual recertification is required; In addition to either the PA or RN qualifications, these are also required and common to either the PA or RN: (a) Knowledge of federal government and DND policies such as Treasury Board policies, QR&Os, DAODS, and various directives and instructions; (b) Knowledge of current medical standards and policies; (c) Superior oral and written communication skills; (d) Ability to establish priorities and deadlines; (e) Ability to plan, organize, control, and work independently; and o Physically and mentally fit according to COATS/Reg F medical standards.

  3. Secondary requirements of position, as applic: Of the applicants meeting the essential requirements specified in paragraph 2G, further consideration will be given to those applicants demonstrating the following desired skills, knowledge and qualifications; Applicants who demonstrate the following knowledge, skills, or experience may have an advantage:
    A. Experience with the pediatric population;
    B. Knowledge and experience of the CCO;
    C. Experience at a CTC or JCR ETS and have personnel management, mental health, adolescent care courses;
    D. Current CAPA membership (Physician Assistants only)
    E. Staff experience working in a military environment on a full-time basis
    F. Familiarization with various levels of Command within Health Svc Gp and environments;
    G. Experience with Mil Hr/Pers Svcs regulations, orders, directives, policies, and procedures;
    H. Knowledge of Health Services supply system; I. Knowledge ofo CFTPO; and J. Ability to use Microsoft365 (Sharepoint, Teams), internet research, DWAN, and FORTRESS.
  4. Basic description of duties: RMLOs collaborate with staff from the Cadets and Junior Canadian Rangers Group (CJCR Gp) and the Canadian Forces Health Services Group (CF Health Svcs Gp) on issues related to the medical fitness of Cadets and Junior Canadian Rangers. They support the Canadian Cadet Organizations and Junior Canadian Ranger programs by collaborating closely with medical staff at Cadet Training Centres (CTCs) and Regional Cadet Support Unit (RCSU) personnel. RMLOs do not provide direct patient care or clinical advice to the Chain of Command. Duties include, but are not limited to: a. Communicate medical advice to RCSU command teams and their staff, consulting with Senior Medical Authorities (SMA) within their AOR; b. Liaise with CFHS operations staff and ADM(Mat) personnel to support the coordination of both uniformed and contracted medical support to CJCR operations in their AOR; c. Prepare, orient, and liaise with Senior Nursing Officers and other members of medical teams who are tasked to support CJCR activities; d. Support the ongoing orientation and education of CFHS personnel on CJCR HS Spt Operations; e. Support the training and appointment of unlicensed assisting staff involved in medication management at CJCR activities; f. Support CJCR HQ with the ongoing development and revision of policies and instructions as required; g. Review Cadet/JCR health information and screening questionnaires, ensuring medical recommendations are communicated to command teams, to support their safe participation in CJCR activities. h. Communicate with families, treating physicians, specialists, and Commanding Officers about Cadet health conditions through various channels (phone, email, memo, letter, forms). Collaborate with SMA and submit health statistics as required; i. Consult with the Professional-Technical Chain of Command (e.g., Base Surgeon, Area Surgeon, Senior Staff Officer Primary Care) on challenging cases; j. Offer guidance, instruction, and direction on administrative and clinical medical matters to CTCs within the area. Educate the local Chain of Command on medical standards, processes, and participation limitations; k. Gather and report medical utilization statistics from CTCs and Junior Canadian Ranger camps as directed by the CJCR Gp; l. Advise on staffing for activities at local, regional, and national levels for Junior Canadian Rangers and Cadets; m. Review medical files and provide information to assist with Ministerial Inquiries, Redress of Grievance, Canadian Human Rights Commission complaints, Summary Investigations, and Access to Information and Privacy Act Requests; n. Collect data and perform preliminary clinical analysis of public health incidents (e.g., communicable disease outbreaks) at CTCs, following directives from SSO Primary Care/Directorate Force Health Protection; o. Assist with data collection and analysis to develop recommendations for medical staffing levels and healthcare provision at CTCs. Support ADM (Mat) and SSO Primary Care in managing civilian healthcare contracts and CEC staffing issues; and offer administrative support to the RCSU HQ on medical administrative issues and assist the NMLO in all aspects of medical support to the CJCR Gp.

  9. Remarks: A. This is a permanent Class B position with a three year engagement period IAW ref A. Continued Class B service up to six years as per ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their employment period. B. This is not a remote work opportunity. Per paragraph 7.1 of ref B, the Employing Authority (CO RCSU NW), in combination with the Selection Board's Recommendation and priority selection factors, may elect to prioritize the hire of applicants residing within the "place of duty" as defined in ref D. C. As per ref C, the member is responsible for contacting their home unit Orderly Room (OR) to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. IAW refs A and E, in the absence of a suitably qualified non-annuitant member, an annuitant may be approved for employment in this position by the VCDS. Annuitants may be employed through this REO for a maximum of 3 years in the advertised position, at which time the position shall be posted for competition. E.
