- Basic description of duties:
The Lead Recruiter at the NRD is responsible for all NAVRES intake (Production/Attraction) activities within their AOR. They are to create and execute an attraction plan to meet the NRD CO’s intent as well as the needs of the annual NAVRES Recruiting directives. Attraction plans
shall focus on RCN recruiting, REG F and Pres.
The Lead Recruiter is responsible to the NRD CO for the following specific duties and responsibilities:
a. attending the Naval Reserve Unit Recruiter (NRUR) course during their first six months of employment;
b. completing the requisite OJT within six months of the completion of the NRUR;
c. remaining current with all NAVRES recruiting policies and practices;
d. attracting suitable candidates to meet established recruiting objectives;
e. updating the Share-Point Event Calendar with annual attractions activities containing the following information:
(1) all recruiting activities in which the unit intends to participate;
(2) dates and periods where those activities will take place;
(3) the human, financial and material resources that need to be engaged; and
(4) after-action reports post completion of all attractions events/initiatives.
f. providing assistance with REG F Navy recruiting activities at the local/regional Canadian Forces Recruiting Center (CFRC) when requested;
g. assisting the NRD Public Affairs Officer (PAO) and Unit Visibility Team (UVT) to prepare and conduct public general information sessions on a regular basis;
h. answering recruiting-related telephone or internet inquires; and
i. participate in mobile recruiting activities (e.g.: career employment fairs/events).
j. providing accurate records of all unit recruiting activities and provide quarterly attraction and recruiting reports to the Region;
k. conducting preliminary interviews of potential candidates to:
(1) evaluate the candidate's basic enrolment admissibility;
(2) explain the recruiting process to the candidate;
(3) guide candidates towards occupations that suit their personal interests and needs; and
(4) advise candidates about their occupation choices as they relate to quotas.
l. supervise the Naval Reserve File Manager by reviewing/monitoring applicant processing in relation to NAVRES files;
m. supervise the Assistant Naval Reserve Unit Recruiter by reviewing/monitoring processing and attractions in relation to NAVRES files;
n. become familiar with the duties of the Naval Reserve File Manager, so that interruptions to file processing can be minimized in the File Managers absence;
o. ensure updates, log entries, checklists, and bin movements in CFRIMS for all applicant processing is completed in a timely manner, guaranteeing accurate statistics at the HQ level;
p. adhere to the Service Level Agreement (SLA) with the local CFRC;
q. ensure follow-up of each applicant's file through the different processing stages;
r. conduct the following processing steps for each individual applicant:
(1) review applicant forms, ID's, and transcripts;
(2) assess pre-security requirements;
(3) conduct enrolment physical fitness testing;
(4) conduct CFAT, MOST, and WCPT testing as required;
(5) conduct NPD briefing and CFAT counselling as required;
(6) conduct employment reference checks;
(7) conduct various waiver requests as required;
(8) conduct abbreviated interviews on all applicants;
(9) make suitability assessments on all applicants; and
(10) complete a final QC on all files prior to request for enrolment.

Statement on the Engagement of CFSA Part I Annuitants:
The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in
force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I
who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement
anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the
terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an
AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012.
Notwithstanding this guiding principle, certain circumstances may exist where an application
may be made to VCDS requesting an exception which would permit engagement of a CFSA Part
I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period).
CFSA Part I annuitants wishing to apply for this position with an expectation of being approved
for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
· in cases where the position is currently vacant;
· in the absence of currently serving Reserve Force members not in receipt of benefits
under CFSA Part I who apply;
· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
Note: The employing unit is responsible for requesting a specific exception through their L1
pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework
Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received
prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving
Authority (DRSM).
