  1. RCSU CENTRAL has a Class B Temporary for a WO/WO MOS ID/Occupation 00359-01-COATS-GS NCM, or 90000-ATR to commence on 01-JUL-2025 until 30-JUN-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service.

    1. Rank: WO/WO
      Members whose substantive rank is one rank lower, and who are eligible for promotion, may apply. Applicants whose substantive rank is higher may also apply but, if selected, will be required to voluntarily relinquish their rank to that indicated for the position.
    2. MOS ID: 00359-01-COATS-GS NCM, or 90000-ATR
      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered and may be offered the position with the condition that the member completes component transfer to COATS, posting to the NDHQ PRL under the administration of DRSM or is attach posted to CJCR with concurrence from their home unit. The posting to the PRL must be approved by DRSM prior to commencement of the period of employment.

      (1) possess a basic knowledge of administrative systems, policies and procedures to include CFPAS, DAODs, CFAOs, CATOs NCJCR Sp Gp Orders and QR&Os; (2) possess or have the ability to obtain a DND driver permit (DND 404); (3) ability to travel, as required, throughout Ontario to meet the obligations of the position including evenings and weekends as necessary; (4) possess strong interpersonal, leadership, communication, management and organizational skills (as reflected in military or civilian performance assessments); (5) have demonstrated an ability to develop and maintain excellent rapport and working relationships at all levels; and (6) possess functional computer skills, primarily with the MS Office suite (Word, Excel and Access);

  3. Secondary requirements of position, as applic:
    A. staff experience working at an RCSU, cadet unit or Cadet Training Centre (CTC);
    B. staff experience working at a Formation level HQ on a fulltime basis;
    C. experience using FORTRESS, CFRIS, Monitor Mass, and RQSS systems; and
    D. demonstrated planning and organization experience.
  4. Basic description of duties: The Zone Trg Coord is responsible to the Zone Training Officer (ZTO) and Zone OC for the provision of support to cadet units located within the assigned area of responsibility and for the conduct of tasks related to CCO programs such as Regionally Directed Activities (RDAs), Nationally Directed Activities (NDAs), etc. Primary duties include but are not limited the following:
    A. assist and advise the ZTO in the planning and execution of area competitions and events;
    B. conduct staff assisted visits to assess performance of and provide assistance to cadet units in the organization of training plans, drill and ceremonial routines and the conduct of training;
    C. assist and advise cadet unit staff on administration, management and logistical procedures in consultation with J1 and J4 support staff;
    D. prepare concise written reports on unit strengths and weaknesses and provide recommendations for the formation, disbandment and probation of cadet units;
    E. monitor cadet unit activities to ensure the principles of due diligence are applied, with particular attention to compliance with safety, security, harassment and abuse prevention policies;
    F. vet, prioritize and process all cadet nominations for CAF sponsored courses, exchanges/deployments and employment;
    G. ensure both the efficient and effective assignment of mandatory and complimentary training days and track usage in conjunction with the ZTO;
    H. review senior cadet development plans; I. conduct spot checks to assess unit efficiency in all aspects of operations; J. assist the ZTO and Area Advisors on national and regional honours and awards and to encourage and assist unit submissions; K. advise units on the proper conduct of Annual Cadet Reviews and attend as directed; L. liaise with support bases and affiliated units as required to ensure continued support; M. verify FORTRESS attendance records to ensure accuracy and render assistance to units in this regard; N. assist in the organization of newly formed cadet units; O. maintain close liaison with the ZTOs for training requirements; P. identify any special problems or challenges facing a cadet unit and assist in developing and implementing solutions to resolve; Q. assist with delivery of RDAs and NDAs as directed;

  9. Remarks: A. This is a temporary Cl B position with an initial engagement until 30 Jun 28. B. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO; D.
