A. Undergraduate degree in education (or equivalent) or job experience in a similar field;
B. Project management training or experience;
C. Experience in administration and management of the Cadet Program at the regional or national HQ level; and
D. Experience delivering the elemental Cadet Program.
- Basic description of duties: Lead curriculum design and development projects to create efficient and effective elemental and common courseware and supporting materials.
- Maintain situational awareness related to changes in the fields of adolescent development, pedagogy and cadet training topic areas;
- Collaborate with development staff, regional stakeholders, SMEs and the Cadet Leagues on Cadet Program curriculum related issues;
- Maintain a framework for Cadet Program curriculum aligned to policy guidance;
- Seek and identify opportunities to enhance Cadet Program effectiveness and efficiency;
- Analyze and develop strategies to address results from training validation and evaluation activities and stakeholder feedback;
- Lead and manage curriculum design and development projects utilizing the CFITES Quality Control Process and advise leaders of resource implications;
- Manage, monitor and report on courseware trials;
- Lead, manage and evaluate subordinates;
- Employ change management principles;
- Prepare high quality written staff work and present effective briefings;
- Prepare effective project plans inclusive of work breakdown schedules and budgets;
- Monitor and report on budget allocations;
- Draft documentation associated with contracting for goods and services;
- Advise organizational leadership on matters related to the Cadet Program; and

- Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within the Fmn HQ. Initially, they will be in the job of J7 Youth - Curriculum Development Officer, but can expect to be assigned to other tasks and potentially fill another role within the Fmn during their period of service.
B. This position is located in Ottawa, ON. Remote work will not be considered.
C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date
D. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval.
