  1. RCSU CENTRAL has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 01-MAY-2025 until 30-APR-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force.

  3. Secondary requirements of position, as applic:
    A. Staff experience working at a RCSU or Formation HQ on a fulltime basis;
    B. Experience using Fortress;
    C. Demonstrated planning and organization experience;
    D. Experience in business planning and resource management;
    E. Experience working at CTC;
    F. Undergrad degree in related field or a combination of relevant post-secondary education, military and civilian qualifications and relevant experience in similar roles; and
  4. Basic description of duties: The J3 Plans O is responsible to the J3 RCSU Central for the planning and conduct of Regional and National Directed Activities IAW national QSPs, policy and procedural direction. Duties include, but are not limited to the following:
    A. plan, organize and supervise applicable RDAs at the zone, area and region level;
    B. provide input into J5 Plans;
    C. support the implementation of the CTC program where applicable;
    D. select and supervise Cl 'A' staff assigned to training and/or administrative tasks related to the conduct of RDA training;
    E. draft warning orders, operation orders, joining instructions, activity schedules and travel plans;
    F. forecast financial and material requirements to support RDA training and provide input into related business plans;
    G. recommend directing staff and cadets for NDA and RDA training;
    H. actively seek out ways to enhance the effectiveness and efficiency of RDA training; I. track significant incidents (e.g. accidents, near misses) and work to mitigate future occurrences; J. contribute to the sharing of best practices and lessons learned among national and regional HQ staffs responsible for NDA and RDA training policy and operations; K. contribute to the establishment of staffing requirements and selection processes; L. supervise and support activity OPIs as well as Region and Area RDA Coordinators; M. Support other Regional Training activities as directed; and N. complete best practices/lessons learned/after action reporting.

  9. Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within the RCSU (Central). Initially, they will be in the job of J3 Plans O, but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their period of service. B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date; C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO; D. Applicants must provide a cover letter and resume describing in detail specifically how the applicant satisfies each of the required experience, quals and competency remarks and including the fol: 1) Security clearance expiry date, 2) Dates available, 3) Contact numbers at work and home, 4) Confirmation of whether or not member is in receipt of a pension under the CFSA attributable to Reg F svc, 5) Email contact information for two work references; Members current military supervisor may also be contacted, 6) Copy of their MPRR, and 7) Supporting documentation pertinent to the position; E.
