Courses:
Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Organizations, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.
Competency Remarks:
(1) A university nursing degree. (2) Have a minimum of 5 years nursing experience. (3) Current license in good standing from Quebec provincial regulatory (OIIQ). (4) Staff experience working in a military environment on a full-time basis. (5) Familiarization with various levels of Command within Health Svc Gp and environments. (6) Experience with Mil HR/Pers Svcs regulations, orders, directives, policiesand procedures. (7) Knowledge of federal government and DND policies such as TB policies, QR&Os, DAODS, CFAOS and various directives and instructions. (8) Knowledge of current medical standards and policies, (9) Knowledge of Health Services supply system. (10) Knowledge of CFTPO. (11) Superior oral and written communication skills. (12) Ability to establish priorities and deadlines. (13) Ability to use Microsoft 365 (SharePoint, Teams). internet research, DWAN and Fortress. (14) Ability to plan, organize, control and work independently; and (15) Physically and mentally fit according to COATS/ Reg F medical standards.

- Secondary requirements of position, as applic: Experience with the pediatric population. Knowledge and experience of the Canadian Cadet organizations. Experience at a CTC and have personnel management, mental health, adolescent care courses. CAF process and application experience, Monitor Mass, CFPTO.
- Basic description of duties:
A. Annually review medical documents, including health questionnaires from family and healthcare providers, to determine participation limitations for Cadets and Junior Canadian Rangers (JCRs). Enter these limitations into the Fortress program;
B. Communicate with families, treating physicians, specialists, and Commanding Officers about Cadet health conditions through various channels (phone, email, memo, letter, forms). Collaborate with Base Surgeons and submit health statistics as required;
C. Consult with the Professional-Technical Chain of Command (e.g., Base Surgeon, Area Surgeon, Senior Staff Officer Primary Care) on challenging cases;
D. Offer guidance, instruction, and direction on administrative and clinical medical matters to Cadet Training Centers (CTCs) within your area. Educate the local Chain of Command on medical standards, processes, and participation limitations;
E. Gather and report medical utilization statistics from CTCs and Junior Canadian Ranger camps as directed by the CJCR Gp;
F. Advise on staffing for activities at local, regional, and national levels for Junior Canadian Rangers and Cadets;
G. Review medical files and provide information to assist with Ministerial Inquiries, Redress of Grievance, Canadian Human Rights Commission complaints, Summary Investigations, and Access to Information and Privacy Act Requests;
H. Collect data and perform preliminary clinical analysis of public health incidents (e.g., communicable disease outbreaks) at CTCs, following directives from SSO Primary Care/Directorate Force Health Protection;
I. Assist with data collection and analysis to develop recommendations for medical staffing levels and healthcare provision at CTCs. Support ADM (Mat) and SSO Primary Care in managing civilian healthcare contracts and CEC staffing issues; and
J. Offer administrative support to the RCSU HQ on medical administrative issues and assist the NMLO in all aspects of medical support to the CJCR Gp.

- Remarks: a. d. This is a permanent Class B for 3 years position with possibility of extension up to 3 years in accordance with Ref D. The applicant will be a staff member of RCSU Eastern. Initially, he/she will serve as a Regional medical liaison Officer, but can expect to be assigned other duties as directed by his/her supervisor.
e. The member is responsible for contacting his/her home unit to request an REO appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment.
f. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO.
