Courses:
Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Program, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.
Competency Remarks:
(1) Knowledge of policies and regulations related to DND/TB Administration and Finance; (2) Meet the requirements of a Transport Canada security clearance (secret level) to obtain a Montreal Airport Restricted Area Identity Card (RIAC); (3) Excellent knowledge of the Microsoft Suite, Office 365 and SharePoint; (4) Military driver’s licence DND 404 class 5 or have the prerequisites for its issue; (5) Excellent communication skills, both written and oral; (6) Good organizational capacity, including priority management; (7) Ability to solve problems and manage crisis situations; and (8) Experience working in a Cadet Training Centre (CTC).

- Basic description of duties:
A. Produce and maintain staff travel plans (PV), class A attendance records, leave, overnight, meal and incidental expenses records, airline tickets, bus tickets and shuttle;
B. Book airline, train and commercial bus tickets, airport shuttles and meals through a catering service;
C. Handle claims from accompanying and supervising staff and travelling cadets. Make payments using petty cash or direct deposits;
D. Process incoming and outgoing communications from the Movement’s generic mailbox; and
E. Supervise two supervisory officers assigned to secondary duties in the Admin/Fin and communications (Comms).

- Remarks: a. d. This is a temporary Class B temporary position. The applicant will be a member of the RCSU East ern staff. Initially, the applicant will occupy the position of administration and finance officer, but can expect to be assigned to other duties and possibly fulfill another role within the RCSU for the duration of the employment period according to his/her supervisor.
e. The member is responsible for contacting his/her home unit to request an REO appointment. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment.
f. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified COATS or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the REO.
