  1. RCSU EASTERN has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-03-CIC - AIR, or 00360-01-COATS-GS OFF to commence on 24-MAR-2025 until 23-MAR-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force.

      Applicants whose substantive rank is one rank lower may apply. Applicants whose substantive rank is one rank higher may apply but, if selected shall be required to voluntarily relinquish their rank for the one indicated for the position.
    2. MOS ID: 00232-03-CIC - AIR, or 00360-01-COATS-GS OFF
      In the absence of a qualified COATS member, a member of another component may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain with the Primary Reserve may be possible.

    7. Required experience and quals:
      Courses:
      Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Organizations, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.
      Competency Remarks:
      (1) Hold a valid Transport Canada (TC) M1 Aircraft Maintenance Engineer (AME) licence or be able to obtain one within 12 months of hire; (2) Hold a valid DND driver's licence (DND404) or be able to obtain one; (3) Demonstrated problem solving skills, initiative and ability to remain effective under extremely demanding circumstances; (4)Thorough knowledge of TC airworthiness regulations and policies; and (5) Demonstrated ability to work as part of a team to achieve organizational objectives.

  3. Secondary requirements of position, as applic: (1) Experience in management and leadership; (2)Demonstrated experience in promoting teamwork and leading teams; (3)Experience in maintaining small canvas-covered aircraft; (4) Experience of the ACGP; (5) Excellent oral and written communication skills; (6) Experience working in a Cadet Flight Training Centre; (7) Excellent interpersonal skills; and (8) Experience with the AMS aircraft maintenance tracking suite.
  4. Basic description of duties:
    A. Be available to work several weekends throughout the year, occasional extended hours and shifts during the CTC season (morning, day, evening and night).
    B. Participate, as required, in the ACGP in remote areas.
    C. Carry out, with the necessary assistance, the inspection and/or maintenance of aircraft according to the priorities established by the Air Ops Eng O. Certify inspections carried out under the privileges of a TC AME M1 licence using the AMS computer program.
    D. Ensure that the AMS computer program is constantly updated during work on aircraft and components and during all handling of parts in order to maintain an accurate history.
    E. Follow the directives dictated by the NMPM and the Eastern Region annexes.
    F. Complete, certify and file aircraft documents and logbooks following work carried out.
    G. Perform repairs and certify aircraft logbooks at the various cadet flying sites in the Region in the event of breakdowns.
    H. Verify technical incidents in the aircraft logbook and ensure that repairs and certifications are carried out. I. Perform special inspections, repairs and modifications requested by the manufacturer, TC and the Department of National Defence (DND). J. Perform, as required, fixed points and take part in flight tests of repaired aircraft. K. Ensure strict monitoring of tool control. L. Perform aircraft refurbishments as part of the Structural Inspection and Repair Program (SIRP). M. Attend conferences and meetings as required. N. Ensure the cleanliness of the hangar, shop and workshop. O. Close down the Cadet Air Operations hangar at the end of the day. P. Prepare for the annual multi-disciplinary inspection of the Air Operations Hangar.
