- Basic description of duties:
The J1 Staff Officer monitors and approves personnel transactions, manages and coordinates administrative processes (investigations, grievances, remedial measures, etc), manages staffing processes, and advises J1 on personnel issues, policies and requirements.
Duties include:
- Supervising the performance and efficiency of subordinates.
- Providing the necessary guidance, mentorship, leadership, and supervision to subordinate staff to assist them in resolving administrative and personnel issues.
- Acquiring a full and complete understanding of the personnel processes at all corps, squadrons and training centres.
- Ensuring personnel policy directives and procedures issued by various agencies are followed.
- Exercising accounting, administration and personnel control as required.
- Monitoring and reporting on corps pay.
- Approving Class A employment and ensuring that personnel meet employment prerequisites (i.e. security screenings, mandatory briefings etc).
- Instituting procedural and functional processes to improve administrative procedures and practices.
- Managing and monitoring establishments for the RCSU (i.e. Exempt Drill and Training, Non-Effective Strength and Cadet Instructors Supplementary Staff).
- Submitting establishment reports to CJCR.
- Processing Prior Learning Assessments for members.
- Managing injury / illness reports.
- Approving ROs for distribution.
- Drafting TORs for administrative and disciplinary investigations as directed.
- Coordinating RCSU responses to Privacy and Access To Information requests.
- Providing advice and support to Investigating Officers as necessary and liaising with AISC as required.
- Reviewing administrative investigations for quality control and making recommendations to the Command Team.
- Researching, coordinating and making recommendations regarding compensation claims, grievances, remedial measures, relief from performance of military duty and other DMCA submissions such as AR (Med) files and serious cadet discipline issues.
- Coordinating nominations for Honours and Recognition at all levels, including national honours.
- Coordinating public servant employment and HR management in cooperation with the Civilian HRO.
- Coordinating full-time Class B Statement of Understanding (SOU) terminations and extensions.
- Preparing and distributing Class B employment opportunity messages using REO.
- Receiving applications for Class B employment opportunities and preparing files for review.

- Remarks:
A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within the RCSU (Central). Initially, they will be in the job of J1 Staff Officer, but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their period of service.
B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date;
C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO;
