RCSU CENTRAL has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 13-JUN-2025 until 12-JUN-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Regular Force, Supplementary Reserve Force, Canadian Rangers.

      An applicant whose substantive rank is one rank lower and who is eligible for promotion may apply. Applicants whose substantive rank is higher may apply but, if selected, may be required to relinquish their rank to that indicated for the position.

      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain in the Primary Reserve Force may be possible.

    A. Qualified, or capable of obtaining, Transport Canada (TC) private pilot and/or glider pilot licence, as a minimum. (NOTE: If RCA Ops O is not an ACGP pilot, experience within the ACGP as a tow or glider pilot becomes highly desirable as an offset to the RCA Ops O);
    B. Hold, or capable of obtaining, valid TC medical appropriate for licence held;
    C. Experience within the ACGP as a tow or glider pilot. (Essential if RCA Ops O is not an ACGP pilot);
    D. Experience working as staff at a RCSU or Natl CJCR Sp Gp HQ;
    E. Experience in flying supervisory roles;
    F. Experience in a flight instruction positions (TC class III instructor rating, QFI, AIMB qualification);
    G. Training and experience in conflict management;
    H. Experience in a Flight Safety Officer (FSO) position; I. Experience in a Standards Officer (Stds O) position; and J. Knowledge of TC and CAF airworthiness policies and regulations.
  4. Basic description of duties: The Deputy Regional Cadet Air Operations Officer (D/RCA Ops O) advises and assists the RCA Ops O in the conduct of safe, efficient and effective flying operations, maintenance and training within the Air Cadet Flying Program (ACFP). The D/RCA Ops O will normally fill a position, notionally as the Deputy Commanding Officer (DCO) or Chief Flying Instructor (CFI), at the Cadet Flying Training Centre (CFTC) during the CTC season, as directed by the RCSU CO. Duties include: - Assist the RCA Ops O to lead and manage all aspects of regional flying activities, including application of regulations and policy, planning, resource management, and administration oversight. - Act as Chief of Staff for RCA Ops in the region. - Act as the RCA Ops O in their absence, as directed. - Assist the RCA Ops O on airworthiness and flight safety within the region IAW CAF and TC orders and directives. - Appointed as a senior supervisor in the CFTC IAW knowledge and skills (DCO, CFI) during the summer flying period, unless otherwise directed by the RCSU CO. - Plan and monitor RCA Ops annual business plans and budgets. - Coordinate the regional selection of candidates for summer flight training courses. - Coordinate the regional selection of FTU contractors to deliver cadet familiarization flying and PPS. - Responsible for the review and production of Unit Flying Orders and SOP for RCA Ops. - Manage DND and TC licence documentation requirements for all region cadets and staff per orders and directives. - Coordinate production of unit annual statistics and promulgation to D/NCA Ops. - Assist RC Air Ops O in the selection, training, and management of ACFP staff in support of regional flying activities. - Assist RC Air Ops O to ensure ACFP personnel are qualified to the required standards, currency and proficiency. - Render timely and accurate reports and returns, to include Business Plan inputs, financial performance reports, after action and training evaluation reports, PDRs, PERs, significant incident reports, etc. - Prepare and review terms of reference for assigned personnel annually, or as required. - Ensure all incidents that may result in media interest, death or injury, grievances, etc of staff or cadets are reported immediately to the RC Air Ops O. - Maintain basic currency and proficiency on assigned ACGP aircraft, in accordance with TC CARS, Regional Flying Orders and the ACGPM C-CR-CCP-242, as applicable. - ***If Designated***Maintain status as a Transport Canada Authorized Person. - ***If Designated***Maintain status as an Industry Canada Radio Licence Examiner.

  9. Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. Initially, they will be in the job of Deputy OC Air Ops but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their period of service. B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date; C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO; D.
