NATL CJCR Sp Gp HQ has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 16-APR-2025 until 15-APR-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Canadian Rangers, Supplementary Reserve Force, Regular Force.

  4. Basic description of duties: IM-IT Plan officers are staff officers who act as project managers, product owners, service designers and senior analysts responsible for the planning, design, development and deployment of new IT capability, including user training requirements, communications, lesson learned and feedback integration. - Lead requirements gathering and assessment for specific projects/products; - Analyze organizational processes, practices and tools as required, in order to translate them into achievable IM/IT objectives/deliverables; - Lead the assessment of feasibility and set benchmarks for projects through experimentation, research, prototyping, consulting, etc.; - Develop business proposals, concepts of operations and other documents relevant to project initiation; - Develop specific capabilities required from commercial products (commercial-off-the-shelf or COTS) and validate that these meet the requirements defined by the client; - Manage the activities required to obtain/maintain the necessary security accreditation for projects (products/solutions); - Manage projects to implement new capabilities: - Develop project plans and other relevant documents for overall project management; - Supervise the work of project team members; - Monitor results and quality of delivered products versus plan; - Monitor progress vs. objectives (requirements) and plan; - Manage required changes to product and plan; - Adjust the plan if necessary; - Plan product deployment, communication, training and change management; - Conduct lesson learned session (AAR) at the end of each project; and - Coordinate work between the various sections of the IT SMC to achieve project objectives and meet deadlines. - Act as product owner/manager with IT specialists, for solution development or support the designated product owner in fulfilling their role: - Lead usability and acceptance testing; - Manage backlog of work; - Assess new changes requests and assess feasibility; - Approve deployment of changes according to approved processes; - Monitor and evaluate solution usage and quality; - Support the development of processes and policies relevant to products; - Identify ways to ensure continued use of the products, as appropriate; - Oversees provision of support and training to end users; - Collaborate with SMC staff at all levels, J6s, experienced users and external partners, as required; - Implement user experience/service design best practices in all products/projects; - Collect and review user feedback from multiple sources to inform solution design; and - Work with the service desk to coordinate end user support for products. - Take on special taskings related to the operation of the IM/IT section or in support of the chain of command, as required; - Support Plan Coord O with plan development, coordination with J6s, communications, etc.; - Support the development of plans and strategies related to IM/IT; and - Conduct watch and assessment of higher level and external source of information (Comd's intent, GC & DND/CAF plans, industry trends and best practices, etc.) in order to anticipate, generate and understand requirements, needs, opportunities and risks.

  9. Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within the Fmn HQ. Initially, they will be in the job of IM-IT Plan Officer, but can expect to be assigned to other tasks and potentially fill another role within the Fmn during their period of service. B. Position is located in Ottawa, ON. An alternate work arrangement may be considered in the event the qualified applicant is not in a position to relocate and can perform the work from a DND facility such as an RCSU or area office. Remote work from another location will not be considered. C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually.
