- Basic description of duties: Responsible for: Support to the 17 Wing General Safety Officer by accomplishing the following activities:
1. Assists in the development, planning, coordination, and administration of the 17 Wing General Safety Program including but not limited to Return to Work Program, Confined Space Program, Fall Prevention Program, Hearing Conservation Program, Hazard Prevention Program, Prevention of Harrssment and Violence in the Workplace Program, Respiratory Protection Program. Ensuring compliance with the aforementioned programs and DND/CAF General Safety Program Policy and Standards, National Joint Council OH&S Directives, Federal and Provincial Occupational Health and Safety Regulations.
2. Knowledgeable on Part II of the Canada Labour Code and its Regulations, National Joint Council OH&S Directives, DND/CAF General Safety Policy and Standards.
3. In consultation/coordination with the Office of Disability Management and Human Resources Officers provide recommendations on the Return to Work Program and assists managers and supervisors in determining the feasibility of modifying the injured employee's workplace.
4. Provides functional and technical supervision and advices to over 30 Unit / School / Squadron Safety Representatives on the General Safety Program activities within 17 Wing's AOR (e.g. inspection schedules and results, safety problem corrective measures, safety program evaluation and development, safety training).
5. Conducts Unit / Schools / Squadron Workplace Safety Inspections and assists in the investigation and reporting of incidents / accidents in support of the Wing Ocupational Health and Safety Policy and Programme.
6. Conducts and reports Survey Assessments through research and application of the Canada Labour Code, Fire Code, National Building Code of Canada, Canadian Electrical Code and Canadian Forces Safety Standards.
7. Assists administratively in the conduct of national and locally sponsored Safety, Loss Control and Risk Management courses / seminars.
8. Assists in the management and supervision of office staff in a "participative management" manner in the pursuit of optimum motivation, viability, relevance and direction.
9. Attends Wing General Safety Committee and Councils, Labour Management Consultation Committee and Unit / Schools / Squadron Workplace Health and Safety Committee (WHSC) meetings.
10. Liaise with 17 Wing Construction Engineering, regional and local Real Property Operations Offices to ensure that civilian contractors and Defence Construction Canada (DCC) comply with all safety orders, regulations and standards.
11. Assist with developing, preparing and administering the annual General Safety Operational and Training Budgets.
12. Assist with the duties of Building Custodian for Building 135.
13. Assumes the duties and the responsibilities of the 17 Wing General Safety Officer in his absence and that of the Deputy Wing General Safety Officer.
