  3. Secondary requirements of position, as applic: (a.) Experience serving as a Provincial Liaison Officer preferred; (b.) Experience serving at the divisional/L2 level preferred, and (c.) Experience serving alongside OGDAs preferred.
  4. Basic description of duties: (a.) Place of Work - Place of work will be split between Denison Armoury and the PEOC based on DOMOPs requirements and J3 direction. (b.) Leadership to include: Supervising, evaluating and development of subordinates, team building, leading changes, physical fitness and working with others. (i.) Be prepared to act as the JTFC D/J3 as required; (ii.) Be prepared to assume the duties of JTFC J33 as required; (iii.) Provide mentorship to more junior members of the G3 Branch; (iv.) Contribute to a positive working environment, and (v.) Maintain an appropriate level of physical fitness. (c.) Planning and organizational skills to include: problem solving, decision making, effectiveness, initiative, applying job knowledge and skills, and resource management. (i.) Provide advice and expertise to the J3 on all domestic operations; (ii.) Coordinate with CJOC, CA HQ and subordinate formations for the FG and deployment of all 4 Cdn Div personnel and equipment for domestic operations; (iii.) Maintain situational awareness (SA) on all developing situation potentially requiring CAF assistance (iv.) Coordinate with other government agencies and partners during domestic operations; (v.) Maintain relationships with other government partners and agencies on behalf of the J3; (vi.) Be prepared to augment the RJOC staff during domestic operations as required; (vii.) Coordinate with other 4 Cdn Div staff in support of domestic operations, and (viii.) Assume additional duties as assigned by the G3 or D/G3. (d.) Communication skills to include: verbal and written communication. (i.) Provide verbal and written updates on domestic operations to Comd 4 Cdn Div, COS, G3 or D/G3 as required; (ii.) Draft all written staff work to a high military standard; (iii.) During domestic operations develop and distribute widely products that inform the chain of command and other government partners of the status of CAF activities; (iv.) Maintain open lines of communication with other government partners, and (v.) Ensure critical information is shared quickly and widely during domestic operations. (e.) Professional development. (i.) Develop and maintain a high level of understanding of all CAF operations; (ii.) Maintain an understanding and knowledge of the JTFC and CJOC Standing Operations Order for Domestic Operations (SOODO); (iii.) Update SOODO as required, and (iv.) Continually seek out professional development activities, including, but not limited to career opportunities and second language. (f.) Administration. (i.) Remarks: Position is fully in-office and will not consider remote or work-from-home options. ---------- Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
