  1. RCSU NORTHWEST has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00360-01-COATS-GS OFF, or 00002-01-Officer, or 95000-CIC to commence on 01-FEB-2025 until 31-DEC-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force, Canadian Rangers.
  2. Essential requirements are as fols:
    1. Rank: Capt/Capt
      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process. A position may be over or under-ranked by one rank and shall only be used in those exceptional cases where no other qualified candidate is available. Members who are over-ranked may be required to voluntarily relinquish their rank in order to be considered for the position. Additional rank considerations are outlined in ref B.
    2. MOS ID: 00360-01-COATS-GS OFF, or 00002-01-Officer, or 95000-CIC
      IAW refs B and C, in the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS and Primary Reserve Force member, a Regular Force Member may be offerred the position and shall component transfer to COATS.

    7. Required experience and quals:
      Courses:
      Quals: Applicants shall demonstrate through provision of suitable documentation that they meet the following essential skills, knowledge, experience and qualification screening requirements:
      1. Staff experience working at NDHQ, or a Formation, Regional or Area HQ;
      2. Demonstrated ability to lead teams in accomplishing organizational goals;
      3. Experience in collecting/interpreting data from various sources and communicating it out on a meaningful platform to all stakeholders;
      4. Excellent verbal and written communication skills; and
      5. Demonstrated problem solving skills, and the ability to remain calm under demanding circumstances.

  3. Secondary requirements of position, as applic: Of the applicants meeting the essential requirements ref para 2G, further consideration will be given to those applicants demonstrating the following desired skills, knowledge and qualifications:
    A. Undergraduate degree in related field or a combination of relevant post-secondary education, military and civilian qualifications and experience in similar roles;
    B. Experience working in an Operations capacity at a CTC;
    C. Demonstrated planning and organizational experience;
    D. Knowledge of activities related to CCO Programs (NDA, RDA, Corps/squadron, CTC);
    E. Experience developing multi-year operational plans;
    F. Knowledge of the operational planning process; and
    G. Familiar with CFTPO, MCS Applications, AIMS, DRMIS and FORTRESS.
  4. Basic description of duties: The Operations Officer is responsible for the regional coordination of information critical to directing, executing and reporting CCO Programs. Through the Regional Operations and Coordination Centre (ROCC), the Operations Officer supports situational awareness and control for the CO RCSU, and through them, to Comd CJCR. Primary duties include, but are not limited to:
    A. Lead, manage, and coordinate the operation of the Regional Operations Coordination Centre (ROCC) under direction of J35 and responsive to the CJCR Joint Operations and Coordination Centre;
    B. Ensure daily reports, briefing notes and spreadsheets are produced, promulgated and maintained;
    C. Supervise temporary ROCC staff as required and provide feedback during periods of employment;
    D. Contribute to, and maintain, the RCSU battle rhythm including Commanders Update Briefs to the RCSU CO, or their delegate, Op summaries, Sitreps, etc;
    E. Develop and maintain an RCSU common operational picture, dashboards or other analytics;
    F. Collaborate, synchronize and manage submissions to higher headquarters;
    G. Ensure duty monitoring on a 24/7 basis in order to respond rapidly to emergency situations;
    H. Create and maintain standard operating procedures (SOPs) for the ROCC and ensure Regional SOPs coincide with Formation Orders; I. Create and maintain ROCC regional operations synchronization calendar, and support the Formation operations synchronization calendar, including monitoring in year plans to provide recommendations related to operational efficiencies or impacts; J. Maintain situational awareness of upcoming activities through integration and relationships with stakeholders; K. Maintain situational awareness of cadet participation and requirements related to applicable CAF Operations or Activities; L. Ensure Command Team's awareness through reporting of incidents that fall within the RCSU CO's or CJCR Commander Critical Information Requirements or Significant Incident Reports, relaying of information and updating of tracking tools; M. Provide support to COATS NTE operations within AOR, or as necessary; N. Maintain updated significant incident and emergency response plans (ERP), and coordinate and support the execution of Critical Incident or Emergency Response SOP; O. Manage and Coordinate RCSU CFTPO including monitoring, nominating, vetting, etc; and P. Provide inputs into and support COATS NTE course loading/nominations/selections/ notifications and associated admin.

  9. Remarks: A. This is a permanent Class B position with initial continued engagement for a three year period IAW Ref A. Per ref A, continued Class B service up to six years may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. B. This position is not a remote work opportunity. C. As per ref C, the member is responsible for contacting their home unit to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. Supporting documents must be received by the REO OPI no later than 2359 Pacific standard-time on the closing date. D. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO. E.
