  1. RCSU PACIFIC has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 17-MAR-2025 until 15-MAR-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force.

      An applicant whose substantive rank is one rank lower and who is eligible for promotion may apply. Applicants whose substantive rank is higher may apply but, if selected, may be required to relinquish their rank to that indicated for the position.
    2. MOS ID: 00232-13-CIC, or 00360-01-COATS-GS OFF
      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain in the Primary Reserve Force may be possible.

      Courses:
      Quals: Applicants must demonstrate that they possess the following knowledge, skills and experience:
      1. Staff experience working in a HQ environment;
      2. Demonstrated experience leading teams;
      3. Supervisory experience managing military and civilian personnel;
      4. Demonstrated problem solving and time management skills, initiative and the ability to remain effective under highly demanding circumstances;
      5. Demonstrated ability to work well with others in accomplishing organizational goals;
      6. Excellent verbal and written communication skills;
      7. Excellent knowledge of Microsoft Excel;
      8. Enhanced knowledge of CF transportation policies, procedures and publications as well as MSE Safety and their roles and responsibilities; 9. Enhanced experience requisitioning and coordinating Mobile Support Equipment; and 10. Extensive knowledge of and experience applying federal government and DND policies such as FAM and CFTDTI.

  4. Basic description of duties: The Movements Officer is responsible to the Tech Svcs O for planning, coordination and execution of all aspects of the transportation of cadets and escort staff in the Region. Duties include: - Supervise and direct activities of the Movements Supervisor, Movements Clerks and seasonal staff. - Complete administrative duties required by RCSU including reports, forms, itineraries, orders, correspondence, registers and filing. - Responsible for the coordination of annual Defensive Driving & Safe Backing Training for personnel qualifying for their Military Drivers Permit (DND 404). - Responsible for the coordination of all transportation requirements for cadets attending authorized activities. - Ensure CAF and Cadet Transportation policies and procedures are adhered to and that this information is provided to cadets and staff as required. - Responsible for the planning, preparation and coordination of the Regional Movements Plan in support of Cadet Training Centers. - Responsible for the control and coordination of the use of Government of Canada credit cards, CF Base Comptroller and Group Travel Cards and payment card, Base POL Cardlock Cards/Register. - Manage the Regional Summer CTC Movements budget including forecasting requirements, providing reports, tracking expenditures through DRMIS and maintaining cost records as required. - Maintain oversight on forward deployed transportation HUBs and efficiently manage the scheduling of members hired in support of movements related activities including summer movements to ensure that they are paid in a timely manner and in accordance with regional SOPs. - Liaise with Natl CJRC Sp Gp and RCSU personnel, CAF Support Bases and transportation companies, other Regions as well as outside agencies with respect to the movement & support required for all cadets and staff escorts. - Ensure the completion of Personnel Development Reviews (PDRs), Personnel Evaluation Reports (PERs) and Public Servant Performance Agreements on assigned personnel in accordance with Regional policies.

  9. Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within RCSU Pacific HQ. Initially, they will be in the job of J4 Movements Officer but can expect to be assigned to other tasks and potentially fill another role within the Formation during their period of Cl B Res Svc. B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. C. Upon nomination by the mbrs OR, applicants will be provided with an application form to submit to the REO OPI no later than 2359hrs in their own time zone seven days after the REO closing date. The application form is designed to assist the applicant with concisely articulating how they have met the required experience and qualifications, and the secondary requirements of the REO. In addition to the application form, submissions shall include: 1) A Guardian MPRR (in place of cover letter and resume); and 2) No more than 4 documents that support their responses in the application form (e.g. performance evaluations, course reports, letters of recommendation, and awards). D. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval. E. In addition to the meeting the eligibility requirements at ref H, the following are required as conditions of this reserve service and must be obtained prior to and maintained during the period of service: 1) A valid Police Records Check (PRC) and Vulnerable Sector Screening (VSS); and 2) COATS members who are employed on Cl B service in excess of 180 days will be required to participate in the CAF FORCE program on an annual basis.
