- CANFLTPAC HQ has a Class B Permanent for a Cpl/Cpl MOS ID/Occupation 00376-01-FSA to commence on 07-JAN-2025 until 06-JAN-2028.Only personnel from the following Component/Sub-Component may apply for this position: Regular Force, Primary Reserve Force, Supplementary Reserve Force.

- Basic description of duties: Specific Knowledge and Skills:
Have working knowledge of basic to intermediate level financial services administration, to include but not limited to: the initiation and finalization of claims; travel arrangement; HRG STS (i.e. TIN, TAN); Delegation of Authority; Expenditure Management Process, Treasury Board Directive on THCEE
Be skilled at publication research; identify location of resources and maintain knowledge pool on the Shared Drive for other administrators
Possess good verbal and written communication skills
Possess excellent customer service skills
Responsibilities:
Know which units are supported by CFP HQ and redirect when required;
Receive all customers at the reception desk and have them sign in. Listen to their requests and either:
a) take the requisite action
b) assign to a FSA on the floor
c) open a file and defer until later
Be the face of the CFP HQ Claim Section. Keep reception desk presentable
Be professional; maintain a high standard of dress and turn away customers who do not meet the standard
Action CFP in/out clearance processes for REG and RES F members. Ensure we capture the personal contact info (e-mail, phone #) for all RES F members
Maintain the Claims positional mailbox; make sure each e-mail is given a proper category and when needed, a flag. De-clutter the inbox and archive e-mails to free up space as required
Assign customers to administrators as required. Delegate requests in the positional mailbox to FSA on the floor by using categories in Outlook. De-conflict as needed
Ensure filing cabinets are orderly and that the yearly archive is carried out
Update and maintain table(s) to track all Reservists employed at CFB Esquimalt, to include data relevant to the Claim Section. Prepare reports on RES F members (such as those whose contracts exceed 180 days) when asked. Address data discrepancies with FOR Records (for they maintain a separate tracker)
Release monthly communiques/newsletters to the civilian e-mail addresses of all RES F members. Mainly used to remind them of their admin responsibilities, such as tracking used leave, days at sea and to complete their out-clearance at least two weeks in advance
Ensure Reserve files are complete, consistent and well documented. No member should be sent back to their NRD at end of contract without a complete file.
Secondary:
Assist Administrators if they are overwhelmed;
Keep track of in/out correspondence and control the 728 register. Send claims to the cashier as required;
Maintain and prune the FOR Claims Shared Drive folder. Ensure files are current, relative and filed in the proper folder. Archive obsolete files;
Build on publication research skills. Save all useful policy clarification message and e-mails to the Shared Drive in the appropriate folder;
Aim to deflect as many distractions away from FSA on the floor as possible. Anything that can be handled at reception, should be.
When passing files to FSA for action, make sure all required documentation is included or, have detailed notes to indicate what is missing

- Remarks: Statement on the Engagement of CFSA Part I Annuitants:
The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in
force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I
who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement
anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the
terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an
AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012.
Notwithstanding this guiding principle, certain circumstances may exist where an application
may be made to VCDS requesting an exception which would permit engagement of a CFSA Part
I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period).
CFSA Part I annuitants wishing to apply for this position with an expectation of being approved
for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
· in cases where the position is currently vacant;
· in the absence of currently serving Reserve Force members not in receipt of benefits
under CFSA Part I who apply;
· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
Note: The employing unit is responsible for requesting a specific exception through their L1
pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework
Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received
prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving
Authority (DRSM).
