- Secondary requirements of position, as applic: AOC (103886); JCSP (116768) or equivalent experience in L2/L3 HQ. Experience as a CO of a H Svc Res unit and/or DComd of a H Svc Gp and demonstrated potential to work in support of L1/L2 plans & policies.
It would be deemed favourable for position applicants if the applicant posesses:
A) Strong awareness and understanding of DND/CAF organizations;
B) Awareness of CFHS organization, specifically reserves units ;
C) Experience in preparing correspondence, presentation decks, reports and/or briefing material for leadership (Col and above);

- Basic description of duties: This position is a key LoE for CFHS Reserve Modernization efforts specific to integration of reserves into the CF H Svcs Gp HQ decision cycle.
A) Provide strategic support to the CF H Svcs Gp Deputy Commander/COS Res on matters related to the Groups Reserve readiness and effectiveness;
B) The main tasks are to direct the requirements for CF H Svcs Gp Res support to CAF operations and direct the requirements pertaining to the readiness, force generation, and employment of CF H Svcs Res personnel and units;
C) Assist with the implementation of policies, directives, plans, and programs that support the Group's operational goals and objectives;
D) Provide oversight, mentorship and direction & guidance to the SO Res Recruiting, SO Res Pers Svcs, SO HR Res Svc, SO Res PAO to ensure tasks are executed in a timely and effective manner;
E) Develop and maintain strong working relationships with the CF H Svcs Gp National Level Units and Formations, other military agencies to ensure effective coordination of efforts;
F) Prepare and present reports and briefings to senior military and civilian leaders on matters related to the Group's operations and readiness;
G) Represent the CF H Svcs Gp at meetings and conferences with other military and civilian organizations;
H) Work closely with the J1 H Svc Gp on all matters concerning Reserve Force personnel administration;
I) Provide mentorship and guidance to officers and non-commissioned members within the CF H Svcs Gp on Reserve specific matters;
J) Provide Business Planning oversight of the DComd/COS Res Budget and work with members of the Health Services Comptroller shop to ensure the yearly budget is effectively managed;
K) Problem Finding. Review, catalogue, prioritize and consolidate historical documentation with a view to developing a common understanding of the current state;
L) Understanding. Consult/collaborate with internal and external shareholders and advisors to further develop/inform the deltas from where the Modernization project left off and consider impacts of new/evolving information. Liaison with the CFHS L3 and where appropriate L4 entities to coordinate planning requirements for Functional Alignment Implementation efforts;
M) Identify and recommend potential improvements to staff organization, accountabilities, responsibilities and authorities (ARAs) and processes at the CF H Svcs Gp, operational and tactical levels;
N) Consolidate informal findings and develop successive staff work for the Steering Committee’s direction, guidance and approvals. Including, but not limited to, information brief(s), mission analysis briefs, briefing notes, summary documents.

Statement on the Engagement of CFSA Part I Annuitants:
The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in
force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I
who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement
anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the
terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an
AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012.
Notwithstanding this guiding principle, certain circumstances may exist where an application
may be made to VCDS requesting an exception which would permit engagement of a CFSA Part
I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period).
CFSA Part I annuitants wishing to apply for this position with an expectation of being approved
for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only
be considered:
· in cases where the position is currently vacant;
· in the absence of currently serving Reserve Force members not in receipt of benefits
under CFSA Part I who apply;
· in the absence of currently serving Reserve Force members who are CFSA annuitants
wishing to apply under the terms of "Option 2" who apply;
· where a reasonable effort has been made to fill the position using non-annuitants or
annuitants under the terms of "Option 2;"
· where a defined operational impact, including activities that support the implementation
of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the
position remain vacant;
· where clearly-identified and expressed plan is articulated to remedy the need to use a
CFSA Part 1 annuitant under the terms of "Option 1;" and
· where expressed written authority from the VCDS for a specific exception has been
requested by the employing unit’s L1 and received.
Note: The employing unit is responsible for requesting a specific exception through their L1
pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework
Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received
prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving
Authority (DRSM).
