  1. Seaforth of C has a Class B Permanent for a Sgt/Sgt MOS ID/Occupation 00376-01-FSA to commence on 27-JAN-2025 until 26-JAN-2028.Only personnel from the following Component/Sub-Component may apply for this position: Primary Reserve Force, Supplementary Reserve Force, Regular Force.

    A. It is desirable that the candidate have previous experience in a Fin Sgt position in a PRes unit.
    B. Possess in-depth knowledge of all aspects of reserve pay and administration, travel and central registry.
    C. Provide initial counselling to subordinates.
    D. Experience in the development of subordinates WRT MOSID, and trade related progression
    E. Complete Feedback Notes (FN) and PARs on subordinates
    F. Provide detailed advice or assessment to the C Clk, Adjt or CO regarding matters of Reserve Admin or Fin matters.
    G. Possess knowledge and skills necessary in the maintenance of good working relations with a Higher HQ.
    H. Must demonstrate the ability to research regulations and orders. I. Must be proficient with RPSR, Monitor MASS, ClaimsX, Guardian, MSG Drafter, Advanced EXCEL J. Excellent written and Oral communication skills. K. The following are assets: experience with DRMIS including acquisition card reconcilliation, Local Purchase Orders, creating commitments, payment of invoices, review of unit budget
  4. Basic description of duties:
    A. Must be familiar with relevant financial regulations and publications and maintain qualifications related to Sec 32, 33, 34 signing auth. Must have Expenditure Management Crse, Contracting Direct With Trade, and Green Procurement Training
    B. Have an understanding of the procurement of good and services
    C. Evaluate, review and provide advice and guidance to operational managers on budgetary matters including risk assessments, fin coding, fin policies, expenditure patterns
    D. Maintain budgets and business plans. Assist with the Business Planning Cycle
    E. Analyze and monitor expenditures to make forecasts, recommend budget changes, provide monthly variance reports and budgetary advice. Determine and report future expenditures
    F. Provide financial advice on Public Funds to the Commanding Officer
    G. Provide unit returns for budgets to Higher Headquarters and any other reports as required. Ensure all reports are submitted as per the reporting schedule
    H. Be proficient in DRMIS with the ability to pay invoices, create and maintain commitments and complete SAs. Track all charges and correct errors I. Reconcile General Ledger accounts in DRMIS for pay, TAA, PILL, and CLDA J. Create and ensure Delegation of Authority forms are completed and up-to-date for key personnel. Complete the Annual Verification of Signing Auth K. Functional knowledge required for Microsoft Office Suite, ClaimsX, and RPSR L. BPT initiate, finalize, or certify travel claims and General Allowance Claims (including LTA and Education Benefit) for payment M. BPT make travel arrangements for pers going on TD IAW CFTDI, R&Q reqs, cost comparisons, and travel plans/ITAs N. Reconcile credit card transactions and TAN register O. Prepare event/hospitality requests P. Respond to queries from HQ and Unit members. Liaise with support bases Q. Training and supervision of FSA Clks. Ensure subordinates are trained to performs the tasks outlined their terms of ref, receive trade and leadership trg required for career progression, and are encouraged to seek professional development opportunities to enhance their skills and training R.
