  1. RCSU EASTERN has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00360-01-COATS-GS OFF, or 00232-13-CIC to commence on 27-MAR-2025 until 26-MAR-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Canadian Rangers, Primary Reserve Force, Supplementary Reserve Force, Regular Force.

      Courses:
      Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Organizations, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.

  3. Secondary requirements of position, as applic:
    A. Undergraduate degree in a related field or a combination of relevant post-secondary education, civilian and military qualifications and relevant experience in equivalent positions;
    B. Senior staff experience within headquarters;
    C. Experience in supporting the Canadian Cadet Organization;
    D. Excellent knowledge of Microsoft Excel;
    E. Strong oral communication skills; and
    F. Experience in using the Defense Resource Management Information System (DRMIS).
  4. Basic description of duties:
    A. Supervise and lead the activities of the Movements Supervisor, Movements Clerks and Seasonal Employees;
    B. Perform administrative duties as required by the Regional Cadet Support Unit (RCSU) including completing and filing reports, forms, routes, orders, correspondence and logs;
    C. Coordinates annual courses to qualify personnel on various types of mobile support equipment (MSE) essential to RCSU operations;
    D. Coordinate all transportation requirements for cadets participating in authorized activities;
    E. Ensure that CAF and cadet transportation policies and procedures are respected, and that these policies and procedures are communicated to cadets and personnel as required;
    F. Plan, prepare and coordinate the regional movement plan in support of the Cadet Training Centres;
    G. Control and coordinate the use of Government of Canada credit cards; CAF Base Comptroller cards, group travel cards and payment cards, and petroleum product access and registration cards from the Base;
    H. Manage the Regional Cadet Summer Training Centres travel budget, including forecasting requirements, reporting, tracking expenses through DRMIS, and maintaining cost records, as required; I. Provide oversight of forward deployed transport hubs and effectively manage the schedule of members engaged in support of movement related activities, including summer movements, to ensure they are paid on time and in accordance with the region's standard operating procedures; and J. Liaise with National Cadet and Junior Canadian Ranger Support Group and RCSU personnel, CAF Support Bases, transport companies and other regions as well as with external agencies with regard to the movements and support required for all cadets and accompanying personnel.

This is a permanent Class B position in accordance with Ref A. The applicant will be a staff member of RCSU East. Initially, he/she will serve as a transportation Officer , but can expect to be assigned other duties and possibly serve in another role within RCSU for the duration of the employment period. F. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment. G. The employment of regular force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified SAIOC or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the OER. H. SAIOC members employed in Class B service in excess of 180 days must participate in the CAF FORCE test on an annual basis.
