- Basic description of duties: The J4 Materiel Management Technician is responsible to provide supply and contracting guidance to CJCR Gp and manage materiel control activities at the National level.
- Assist in planning and arranging the provision of supply and contracting support of all approved activities;
- Assist in coordinating contracting services;
- Supervise subordinates as assigned;
- Ensure goods and services are delivered in accordance with the contract's terms and conditions and implementing procedural and functional processes to improve supply and contracting support;
- Assist in developing Statements of Requirement, with the assistance of customers and Technical Authority;
- Acquire a full and complete understanding of CJCR Gp logistical requirements and developing and monitoring the required support;
- Assist with the promulgation of supply and contracting support directives, assisting in, the creation of new Storage Locations (SLocs), and ensuring that all SLocs are managed and maintained IAW departmental orders, policies, and procedures;
- Monitor stocktaking cycles according to Cyclical Count Indicator (CCI) schedule, oversee distribution of count sheets, loss report process; investigate discrepancies;
- Arrange the issuing, retrieving and maintaining of materiel, verifying weapon and ammunitions inventories held on SLocs;
- Oversee annual and quarterly SLoc verifications;
- Verify, review. and action High Priority Requests, monitor loss report process; and prepare write-offs for approval;
- Ensure MAAP documentation is available to prepare MAAP report and be available for questions as they arise;
- Supervise the processing of materiel for repair or disposal; request repair and disposal instructions from the Supply Manager; and manage inventory control;
- Plan and participate in staff inspection and assistance visits;
- Assist with the development and monitoring of equipment and material life cycle management plans and managing clothing accounts with Logistik Unicorp;
- Assist with the equipment procurement priority lists and ensuring that all supply, contracting and statistical reports are completed and submitted as required;
- Evaluate and interpret reports and recommend options when required;
- Provide input into the CJCR Gp Business Plan, managing assigned funds and ensuring allocations are expended in accordance with Departmental directives, policies and orders;
- Provide guidance, data and technical information to CJCR Gp and Regional J4 Material Management Technicians on material management best practices; and
- Produce written communication that is clear, concise and in the acceptable format for the circumstances. Use military writing guidelines when required.

B. Position is located in Ottawa, ON. An alternate work arrangement may be considered in the event the qualified applicant is not in a position to relocate and can perform the work from a DND facility such as an RCSU or area office. Remote work from another location will not be considered.
C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date.
D. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval.
